English Abstract
This report represents an evaluation of the state of the art of lead (Pb), a heavy metal in the Dutch environment. A number of policy measures aimed at reducing lead emissions, lead being a priority substance in the environmental policy in the Netherlands, were implemented in the country; this took place particularly in the eighties. This evaluation document for lead has been drawn up within the framework of the "Integrated Criteria Documents Programme" for priority substances to establish whether or not the lead abatement objectives had been achieved or will be achieved through the current measures and autonomous developments. The report gives an overview of the results of the current Dutch policy measures and developments for lead, starting with an evaluation of the results thereof on production, use and emissions, and ending with an evaluation of the risks to humans and the environment by the former and (especially) current exposure levels. The evaluation, dealing with the eighties and nineties, gives prognoses for the two future decades. Where the policy objectives (especially the effect-based quality objectives or the objectives based on international agreements) are not achieved through current policy, possibilities for a further reduction in lead emissions and human and environmental exposure levels are reported.

Dit rapport bevat een evaluatie van de stand van zaken voor het zware metaal lood (Pb) in het Nederlandse milieu. Voor lood, een prioritaire stof in het Nederlandse milieubeleid, is vooral in de jaren tachtig een aantal maatregelen getroffen om de emissies naar het Nederlandse milieu te reduceren. In het kader van het "Basisdocumenten Programma" voor prioritaire stoffen is dit evaluatiedocument opgesteld om vast te stellen of de gewenste beleidsdoelstellingen voor lood zijn of worden bereikt door de getroffen maatregelen en autonome ontwikkelingen. Het rapport geeft voor lood een overzicht van de gevolgen van de huidige Nederlandse beleidsmaatregelen en ontwikkelingen, beginnend met een evaluatie van de gevolgen hiervan voor productie, toepassing en emissies, en eindigend met een evaluatie van de risico's voor mens en milieu bij de vroegere en (vooral) huidige blootstellingsniveaus. De evaluatie heeft betrekking op de jaren tachtig en negentig en geeft prognoses voor de komende twee decennia. In het geval dat de gestelde beleidsdoelstellingen (met name de effectgerichte (milieu)kwaliteitsnormen of de in internationaal verband afgesproken emissiereductiedoelstellingen) niet zijn of worden gehaald bij het huidige beleid, worden mogelijkheden aangegeven voor een verdere reductie van de lood-emissies en van de blootstellingsniveaus van mens en milieu.
