English Abstract The RIVM has developed this brochure for experts who
are consulted on the necessity of a biocide. This determination of
necessity is part of the Dutch law on plant protection products and
biocides. The content of this document consists of information on the
declaration of interest to be done by the experts, an explanation of why a
declaration of secrecy is compulsory and information on the procedure for
advice itself.
Applications for urgently necessary biocides are at first dealt with by the
board for the authorisation of plant protection products and biocides
(Ctgb). As part of the application procedure, the RIVM is requested to
advice on the necessity of the biocide. The necessity of the biocide
depends on the damage caused by the organism targeted by the biocide. The
biocide is also assessed in relation to alternative biocides and others
non-chemical means for destruction of the organism.
A dossier with information on the biocide is submitted by the applicant.
This dossier should also support the claim that the biocide is urgently
necessary. The judgement of the RIVM is based on their own considerations
and on that of one or more experts.

Het RIVM heeft deze brochure opgesteld voor deskundigen
die worden betrokken bij het bepalen van de noodzaak om biociden te
gebruiken. Deze 'noodzaakbepaling' is onderdeel van een van de
toelatingsprocedures van de Wet gewasbeschermingsmiddelen en biociden. De
brochure bevat informatie over de verklaring van belangen die de deskundigen
moeten afleggen, uitleg waarom een geheimhoudsingsverklaring nodig is en
informatie over de procedure zelf.
Een aanvraag voor een dringend vereist biocide wordt in de eerste plaats
behandeld door het College voor de toelating van gewasbeschermingsmiddelen
en biociden (Ctgb). Als onderdeel van de afhandeling vraagt het Ctgb aan
het RIVM om een advies over de noodzaak van het middel. De noodzaak hangt
af van de ernst van de schade die het te bestrijden organisme veroorzaakt.
Daarnaast hangt het af van (de werkzaamheid van) het aangedragen middel in
relatie tot alternatieve middelen en methoden.
De aanvrager levert bij de aanvraag een dossier met gegevens dat onder meer
de noodzaak voor het gebruik van het biocide onderbouwt. Het RIVM baseert
zijn oordeel echter op zijn eigen overwegingen en op de expertise van een of
meerdere deskundigen.
