English Abstract
A survey of RIVM shows that numerous types of air quality standards exist in the Netherlands, e.g. standards for indoor and outdoor air concentrations, and standards that protect workers or the general public. The differences between the various standards are not always clear. The survey is made in order of the Ministry of VROM. The report describes the protection goals for the different types of standards, such as ecosystems or humans, and the official status of these standards.
The survey further shows that for the same standard different numerical values can be found in different sources. In particular for environmental quality standards it is unclear for a number of substances which standard is currently in force. This seriously hampers the authorities responsible for environmental permits, because it is not clear which values should be used. Apart from this it is desirable that different policy frameworks as much as possible use the same basic values.
Recommendations are given how to reach an univocal standard for a number of substances, e.g., by setting up the proposed standards at policy level and subsequently publishing these standards on the website 'Risico's van Stoffen'.

Rapport in het kort
Een inventarisatie van het RIVM laat zien dat er in Nederland veel verschillende typen luchtnormen zijn. Voorbeelden zijn normen voor binnen- en buitenlucht en normen die specifiek de werknemer of de algemene bevolking beschermen. Het RIVM heeft dit overzicht gemaakt in opdracht van het ministerie van VROM. In het rapport zijn de beschermingsdoelen van de afzonderlijke normen beschreven, zoals de mens of het ecosysteem, evenals hun formele status.
Het onderscheid tussen de verschillende normen is echter niet altijd helder. Uit het onderzoek blijkt bovendien dat voor eenzelfde type norm soms verschillende getalswaarden circuleren. Vooral voor milieukwaliteitsnormen is het voor een aantal stoffen onduidelijk wat de geldende norm is. Dit is vooral lastig voor vergunningverleners en vergunninghouders, omdat zij niet weten op welke waarde zij zich moeten richten. Daarnaast is het belangrijk dat beleidskaders die raakvlakken hebben zo veel mogelijk dezelfde getalswaarden als uitgangspunt voor een specifieke norm gebruiken.
Het RIVM geeft in het rapport aanbevelingen om voor een aantal stoffen tot een eenduidige norm te komen. Dat kan bijvoorbeeld door technisch-wetenschappelijke normvoorstellen beleidsmatig vast te stellen en ze vervolgens bekend te maken op de website 'Risico's van Stoffen'.
