English Abstract
The objectives of the European Water Framework Directive (WFD) are to achieve good qualitative and quantitative status of water bodies, including abstraction sites for drinking water. The Dutch National Institute for Public Health and the Environment (RIVM) has carried out a study aimed at determining precisely which information is necessary for being able to report on compliance to the objectives for drinking water. The study consisted of an inventory of the data already being collected in accordance with the Dutch Drinking Water Act and data required by the WFD. Monitoring as prescribed by the Drinking Water Act primarily focuses on the quality of the drinking water and provides only a global representation of the groundwater quality that has been used as a source. The requirements of the WFD on groundwater quality at abstraction sites are, however, much more specific. The results of this analysis have been discussed with representatives of the national government, provinces and drinking water companies.

More focus on characterization in WFD-cycle: The WFD reviews the water quality of abstractions twice in a six-year cycle, at the characterization and when assessing status compliance. During the characterization process, the responsible regional authorities (provinces and water boards) investigate whether the objectives at the abstraction site will be met by the end of the next WFD-cycle. If compliance failure is determined, appropriate measures are to be implemented. The previous characterization of abstraction sites was, however, too generic. All available and relevant information needs to be taken into account if water quality issues are to be resolved properly. One possibility is to use the risk assessment data which are currently contained in the drinking water protection file for each abstraction. In upcoming years, evaluations of the risks to water quality at all abstraction sites for drinking water in the Netherlands will be compiled in these files, with the objective of developing and implementing effective protection measures. Consequently, drinking water protection files will become part of the characterization process.

Focus on risk substances at status assessment WFD: Compliance to the objectives is tested during the status assessment, which focuses on those substances that represent a risk to the groundwater body and its functions (e.g. drinking water). For this purpose, it is sufficient to use average data on water quality at the abstraction site.

De Europese Kaderrichtlijn Water bevat onder andere doelstellingen voor de waterkwaliteit bij winningen voor drinkwater. Het RIVM heeft onderzocht welke informatie nodig is om te kunnen rapporteren of deze doelstellingen zijn behaald. Hiervoor is geļnventariseerd welke informatie al wordt verzameld op grond van de Drinkwaterwet en welke informatie voor de KRW nog ontbreekt. De monitoring voor de Drinkwaterwet is vooral gericht op de kwaliteit van het drinkwater zelf, en geeft een globaal beeld van de gebruikte grondwaterkwaliteit. De informatiebehoefte van de KRW over de grondwaterkwaliteit bij winningen is echter veel specifieker. De bevindingen zijn besproken met vertegenwoordigers van het Rijk, provincies en drinkwaterbedrijven.

Meer nadruk op karakteriseringsfase KRW-cyclus: De KRW beoordeelt de waterkwaliteit van winningen in cycli van zes jaar die telkens uit twee beoordelingsmomenten bestaat: de karakterisering en de toestandbeoordeling. Tijdens de karakterisering onderzoekt de regio waar de winning zich bevindt (provincies, waterbeheerders) of de doelstellingen op de gestelde termijn worden behaald. Als dit niet het geval is, worden maatregelen getroffen. De eerdere beoordeling van winningen was daarvoor echter te globaal. Om kwaliteitsproblemen goed in kaart te kunnen brengen moet alle beschikbare en relevante informatie worden gebruikt. Hiervoor kan bijvoorbeeld de risicoanalyse worden gebruikt die wordt uitgevoerd voor de zogeheten gebiedsdossiers bij winningen. In gebiedsdossiers worden de komende jaren de risico's voor de waterkwaliteit bij alle winningen voor drinkwater in Nederland in beeld gebracht om effectieve beschermingsmaatregelen te kunnen treffen. Gebiedsdossiers maken hiermee meer deel uit van het karakteriseringsproces.

Focus bij toestandbeoordeling KRW op risicostoffen: Bij de toestandbeoordeling wordt getoetst of de doelstellingen zijn behaald. Hierbij ligt juist de focus op de stoffen die een risico vormen voor het grondwaterlichaam en de verschillende functies daarin (waaronder de drinkwaterfunctie). In deze fase kan worden volstaan met de kwaliteitsinformatie over het totaal uit de putten gewonnen water en het geproduceerde drinkwater (REWAB-database).
