English Abstract
Standards of physical-chemical parameters concerning surface waters are presented, according to the RIVM, differently in already existing reports. Therefore RIVM has mapped out these uncertainties for a new Dutch legislation on the Water Framework Directive (WFD) for surface waters. This legislation explicitly refers to the guidance 'References and rules' (in Dutch, 'Referenties en maatlatten'). The standards in this guidance have to match with published reports about standards and their interpretation. This legislation is planned for Autumn 2008.
Furthermore, we had to figure out the concrete background of the temperature standard within the Fish Water Directive. We also studied additional implications for temperature standards in the Natura 2000 areas, focusing on the protection of fish species in those reserves. The maximum temperature for the occurrence of protected fish species appeared to match the references previously provided by WFD.
Finally we showed that the toxicity of metals in surface waters can not be fully assessed by using bio-availability (i.e., the calculated fraction of metals which is harmful for plants and animals). As a matter of fact, there are still no methods to calculate the bio-availabilities of all the (occurring) metals.

Volgens het RIVM zijn normen voor de fysisch-chemische parameters voor oppervlaktewater verschillend gepresenteerd in rapporten van kennisinstituten. Het instituut heeft deze verschillen in kaart gebracht voor de Algemene Maatregel van Bestuur (AMvB) voor de Kaderrichtlijn Water (KRW) over oppervlaktewater. In deze AMvB wordt verwezen naar het document Referenties en maatlatten. De normen hierin moeten voor fysisch-chemische parameters overeenkomen met gepubliceerde rapporten over normen en de interpretatie ervan. De AMvB staat gepland voor najaar 2008.
In het verlengde hiervan is de onderbouwing van de temperatuurnorm uit de Viswaterrichtlijn uitgezocht. Ook is bekeken welke aanvullende eisen er vanuit de Natura 2000-gebieden worden gesteld aan de temperatuur voor beschermde vissoorten in deze gebieden. De maximumtemperaturen waarbij deze vissoorten nog kunnen voorkomen, blijken binnen de KRW-normen te vallen.
Ten slotte blijkt de toxiciteit van metalen nog niet volledig te kunnen worden ingeschat, omdat het vaak niet mogelijk is rekening te houden met de zogeheten biobeschikbaarheid. Dit is de fractie van vervuilende metalen die schadelijk is voor dieren en planten. Het is namelijk nog niet van alle metalen bekend hoe deze biobeschikbaarheid kan worden berekend.
