English Abstract
By order of the Dutch Ministry of Health Welfare and Sport (VWS) the National Institute for Public Health and the Environment (RIVM), together with the Public Health Services (GGD) and the Fungal Biodiversity Centre (CBS-KNAW) has prepared the guideline 'Problems with fungi and dampness in homes'. This guideline will help GGD staff to quickly assess whether a problem with fungi or dampness in the home is leading to health complaints.

Dampness and fungi in homes increases the risk of health problems such as asthma, respiratory symptoms and airway infections. Problems with damp and fungi occur especially in older homes that were built before 1992. Because about 40 procent of the social housing homes in the Netherlands consists of buildings built before 1967, problems with damp and fungi are common in this sector. In total about nine percent amounting to half a million homes are affected. Approximately ten percent of all health complaints reported to the GGD concern fungal and damp problems in homes. The guideline will enable the Public Health Services to determine whether or not dampness and fungi found in homes are creating a health risk for people. It will also enable the GGD to determine whether problems with damp are caused by the behaviour of residents or from a fault in the construction of buildings. Where residents' behaviour is concerned, causes of dampness can be found in cooking, showering/bathing, ventilation and heating habits.

The guideline provides the necessary information for a risk assessment and also gives advice on which preventive measures can be taken. An assessment plan can be made by telephone consultation, inspection of the home and any additional measurements found necessary. For this purpose, questionnaires have been prepared together with advice on how to evaluate the answers. Depending on the findings, it may be necessary to advise people to undergo further tests for their health complaints or to carry out work into possible faults in the building construction. If the health complaints are thought to be caused either by dampness or by fungi and damp problems, then the GGD can provide information on the possible cause and give advice on how to tackle it. This may be either a constructional solution or the residents changing their behaviour.

Het RIVM heeft, in opdracht van het ministerie van VWS, met de GGD'en en het CBS-KNAW Fungal Biodiversity Centre (voorheen Centraal Bureau voor Schimmelcultures), de richtlijn 'Schimmel- en vochtproblemen in woningen' ontwikkeld. Deze richtlijn moet ervoor zorgen dat GGD-medewerkers snel kunnen beoordelen of een schimmel- of vochtprobleem in een woning tot gezondheidsklachten leidt.

Vocht en schimmels in woningen verhogen het risico op gezondheidsproblemen, zoals astma, luchtwegklachten en luchtweginfecties. Vocht- en schimmelproblemen komen vooral voor in oudere woningen die gebouwd zijn vóór 1992. Omdat ongeveer 40 procent van de sociale huurwoningen bestaat uit woningen die vóór 1967 zijn gebouwd, komen vocht- en schimmelproblemen in deze sector veel voor. In totaal gaat het om 9 procent van de woningvoorraad, ruim een half miljoen woningen. Ongeveer 10 procent van alle klachten die GGD'en bereiken, hebben betrekking op schimmel- en vochtproblemen in woningen. Met deze richtlijn kan de GGD antwoord geven op de vraag of vochtproblemen en de eventueel aanwezige schimmels een risico vormen voor de gezondheid. Verder kan de GGD met deze richtlijn antwoord geven op de vraag of vochtproblemen worden veroorzaakt door bewonersgedrag of door een bouwtechnische oorzaak. Bij bewonersgedrag kan gedacht worden aan vochtproductie bij koken en douchen, ventilatie- en stookgedrag.

De richtlijn geeft dus de benodigde informatie voor een zorgvuldige risicobeoordeling en geeft adviezen over te nemen maatregelen. Een beoordelingsplan kan tot stand komen via telefonische consultatie, inspectie van de woning en eventueel aanvullende metingen. Hiervoor zijn vragenlijsten ontworpen en wordt aangegeven hoe deze te beoordelen. Afhankelijk van de bevindingen kan het nodig zijn te adviseren eerst nader onderzoek naar de gezondheidsklachten of naar de (bouwtechnische) oorzaak van het vocht- en schimmelprobleem uit te (laten) voeren. Indien er zowel vochtgerelateerde gezondheidsklachten zijn als vocht- en schimmelproblemen die de klachten kunnen verklaren, kan de GGD informatie geven over de mogelijke oorzaak en adviseren hoe de oorzaak aan te pakken. Dit kan zowel een bouwtechnische oplossing zijn als aanpassing van bewonersgedrag.
