Toekomstverkenning drinkwatervoorziening in Nederland

English Abstract
The results of a prospective study of the drinking water supply in the Netherlands up to 2040 show trends in the demand for drinking water and the quality of drinking water resources. The survey was performed by the National Institute for Public Health and the Environment (RIVM) by order of the Ministry of Infrastructure and Environment (I and M) in preparation for the Drinking Water Memorandum. This Memorandum is to be formulated by this Ministry pursuant to the Drinking Water Act which has been in force since July 2011.
Future drinking water demand: from growth to shrinkage. The current plans of public authorities and water companies assume that the water demand up to 2040 will remain at approximately the current level. To the contrary, the various scenarios studied show that the drinking water demand may vary from growth (over 30 percent) to shrinkage (15 percent). These differences in projected water demand are mainly dependent on the level of economic growth and demographic shifts that will occur as a result.
Availability of surface water as a resource for drinking water. Surface water resources currently account for 40 percent of the drinking water supply in the Netherlands. However, the availability of surface water as a drinking water resource up to 2040 may be insufficient due to climate change during dry periods. This development applies especially to the Meuse river which is mainly fed by rain water. The impact of emissions from industries and sewage treatment plants on surface water quality is also greater during dry periods. In addition, water resources near the coast may turn brackish during periods of low river discharges, with those in the basin of the river Rhine being at particular risk.
Recognized scenarios used. Recognized scenarios of the PBL Netherlands Environmental Assessment Agency (PBL) and the Royal Netherlands Meteorological Institute (KNMI) are used in this prospective study. These scenarios describe possible national, European and global developments in the economy, society and the environment. The RIVM translated these scenarios into the effects on drinking water and further applied them to certain classes of substances and microorganisms. The choice for these parameters is based on current knowledge. With new knowledge and insights, these scenarios can be further adapted to include the effects of other parameters on drinking water. Important variables affecting water quality are the development of the economy, urbanization, aging and technological development. Environmental policy, water policy and spatial policy can modulate or intensify the consequences of these developments.

Het RIVM heeft in opdracht van het ministerie van Infrastructuur en Milieu (IenM) een toekomstverkenning uitgevoerd naar de drinkwatervoorziening in Nederland in 2040. De verkenning geeft ontwikkelingen aan in de drinkwatervraag en de kwaliteit van bronnen voor drinkwater. De toekomstverkenning is gemaakt als voorbereiding voor de nog op te stellen Nota Drinkwater van dit ministerie. Deze Nota wordt opgesteld op grond van de Drinkwaterwet die sinds juli 2011 van kracht is.
Drinkwatervraag in toekomst: van groei tot krimp. De huidige plannen van overheid en drinkwaterbedrijven gaan ervan uit dat de drinkwatervraag tot 2040 ongeveer gelijk blijft. Bij de diverse onderzochte scenario's kan de drinkwatervraag echter variëren van groei (ruim 30%) tot krimp (15%). De verschillen zijn vooral afhankelijk van de economische groei en de demografische verschuivingen die als gevolg daarvan optreden.
Beschikbaarheid oppervlaktewater als drinkwaterbron. De beschikbaarheid van oppervlaktewater als drinkwaterbron, momenteel goed voor 40% van het drinkwater in Nederland, kan door klimaatverandering tijdens droge perioden onvoldoende worden. Dit geldt vooral voor de Maas, een rivier die voornamelijk gevoed wordt door regenwater. Bovendien hebben emissies van bedrijven en rioolwaterzuiveringsinstallaties in drogere perioden een grotere invloed op de kwaliteit van het oppervlaktewater. Ten slotte kunnen waterwinningen nabij de kust tijdens perioden met lage rivierafvoeren verzilten. Dit betreft vooral winningen in het Rijnstroomgebied.
Erkende scenario's gebruikt. Voor de toekomstverkenning zijn erkende scenario's van het Planbureau voor de Leefomgeving (PBL) en het KNMI gebruikt die de mogelijke nationale, Europese en mondiale ontwikkelingen beschrijven van de economie, de maatschappij en het klimaat. Het RIVM heeft deze scenario's vertaald naar de effecten voor de drinkwatervoorziening. Deze zijn uitgewerkt voor een aantal groepen van stoffen en micro-organismen. De keuze voor deze parameters is gemaakt met de kennis van nu. Bij nieuwe inzichten kunnen de effecten voor de drinkwatervoorziening ook voor andere parameters worden uitgewerkt. Belangrijke variabelen voor de waterkwaliteit zijn de ontwikkeling van de economie, verstedelijking, vergrijzing en technologische ontwikkeling. Met milieubeleid, waterbeleid en ruimtelijk beleid kunnen de effecten van deze ontwikkelingen worden beïnvloed.
