English Abstract
The Netherlands Energy Research Foundation, Mallinckrodt Medical and the Joint Research Centre of the European Union at the Petten site have several legal permits for using a number of radiation sources and for discharging radioactive waste materials into the air and the sea. In order to gain a clear understanding of the potential cumulation of radiation risks in the environs of the site an assessment was made of the individual effective dose for a hypothetical person living near the fence, based on all permits. If all discharges to the air meet 100% of the permit limits the maximum dose in the dunes directly bordering the ECN site is estimated to be 10 microSv/a. Exposure to radionuclides in the air, i.c. Ar-41, Kr-85 and Xe-133, mainly leads to external irradiation. Important for external irradiation from ground deposited activity is e.g. Co-60, whereas H-3 and I-131 contribute to the dose through (potential) consumption of milk from cows grazing at the location of maximum deposition. The maximum dose from the discharges to the North Sea is some 0,1 microSv/a. The direct external radiation at the same location is due to stored wastes, reactors, accelerators and other equipment, situated in several buildings. It is extremely variable in time and amounts to about 20 microSv/a, using a residence time of some 300 hours per year for the dune location with highest exposure levels. The total maximum dose calculated for multifunctional use of the environment therefore amounts to some 30 microSv/a. The estimated dose resulting from the highest actual discharges to water and air is more than ten times smaller than the maximum dose.

Het Energie-onderzoek Centrum Nederland (ECN), Mallinckrodt Medical B.V. en het Gemeenschappelijk Centrum voor Onderzoek van de Europese Unie, die op hetzelfde bedrijventerrein in Petten zijn gevestigd, beschikken over diverse vergunningen in het kader van de Kernenergiewet. Teneinde een beter inzicht te verkrijgen in de mogelijke cumulatie van stralingsrisico's voor de nabije omgeving, is een berekening gemaakt van de dosis die een omwonende kan oplopen ten gevolge van alle vergunde activiteiten. Bij lozen van de maximaal vergunde hoeveelheden is de dosis ten hoogste 10 microSv/a in een duingebied direct grenzend aan het ECN-terrein. De belangrijkste nucliden zijn Ar-41, Kr-85 en Xe-133 voor wat betreft de externe bestraling door radioactiviteit in de lucht, Co-60 voor externe bestraling van op de grond gedeponeerde activiteit en H-3 en I-131 door (potentiele) consumptie van melk uit hetzelfde gebied afkomstig. De dosis door de maximaal vergunde lozingen in zee bedraagt circa 0,1 microSv/a. De externe bestraling direct vanaf het terrein is afkomstig van besmette materialen die op het terrein zijn opgeslagen, en van de reactoren, versnellers en andere apparatuur aanwezig in verschillende gebouwen. Ze varieert sterk in de tijd en bedraagt bij benadering 20 microSv/a bij een verblijfsduur van 300 u/a op de locatie waar de hoogste waarde is gemeten. De totale maximale dosis voor multifunctioneel gebruik van de omgeving bedraagt dus circa 30 microSv/a. De dosis ten gevolge van de hoogste reele lucht- en waterlozingen is meer dan een factor tien lager dan dit berekende maximum.
