English Abstract
The LEI of Wageningen University and Research Centre monitors and records the operational management practices of a selection of Dutch farms. At these same farms, the RIVM monitors the water quality in relation to the specific management practices. The monitoring data for dairy farms reveal a marked reduction in fertilizer application and nutrient surpluses since the late 1990s, followed by a stabilization of levels since 2000. This trend is much less evident in the data sets for arable farms.
The average nitrate concentration measured in groundwater on farms in all soil regions has also decreased since the 1990s. This is a positive development as lower nitrate concentrations in the upper groundwater on farms signify less strain on the environment. Nevertheless, in 2005, the nitrate concentration measured in the upper groundwater on 52% of the farms sampled was above the European target value of 50 mg/l.
Total nitrogen application for different combinations of farm types and soil types in 2004 varied between average values of 188 and 436 kg/ha; the corresponding values for phosphorous fertilizer ranged from 78 to 115 kg/ha. On balance, the input of nutrients into the soil exceeded consumption and losses. The nitrogen surplus varied from 115 to 226 kg/ha and the phosphorous surplus from 24 to 40 kg/ha.
In terms of groundwater quality, most of these exceedances of the EU target level for nitrate were found at farms situated on sandy/loess soils (68%), while significantly fewer exceedances were observed at farms situated on clay soils and peat soils (36 and 0%, respectively). For the sandy/loess soils, the findings for 2005 are quite similar to those of the preceding year, while for the clay and peat soils, the number of exceedances has decreased compared with 2004.
The Minerals Policy Monitoring Programme (LMM) has been established to assess and account for the quality of water on farms in relation to governmental policies and farm management practices. The quality of farm water is assessed by measuring the levels of nutrients (including nitrate) in water leaching from the root zone (upper meter of groundwater, soil moisture or tile drain water) and ditch water. Measurements in this part of the soil profile reflect the proportion of nutrient surplus that has been transferred to groundwater or surface waters. The measurements were carried out at farms considered to be representative of the most common types of agricultural practice in the Netherlands (arable and dairy farms and factory farming) in the three main soil type regions (sand/loess, clay and peat).

Het Landbouw Economisch Instituut (LEI) volgt de bedrijfsvoering op landbouwbedrijven; het RIVM monitort op deze bedrijven de waterkwaliteit die door de bedrijfsvoering wordt beinvloed. Uit de monitoringgegevens blijkt dat de bemesting en nutrientenoverschotten op melkveebedrijven sinds eind jaren negentig van de vorige eeuw eerst fors zijn gedaald en sinds 2000 zijn gestabiliseerd. Op akkerbouwbedrijven is een minder duidelijke trend zichtbaar.
Ook daalt sinds de jaren negentig de nitraatconcentratie in het grondwater onder landbouwbedrijven. Dit is een positieve ontwikkeling, omdat een lagere nitraatconcentratie duidt op een lagere belasting van het milieu. Desalniettemin bleek in 2005 op 52 procent van de onderzochte bedrijven de nitraatconcentratie in het bovenste grondwater (recente neerslagoverschot) hoger te zijn dan de Europese norm van 50 milligram per liter.
In 2004 varieerde de totale stikstofbemesting tussen combinaties van bedrijfstype en grondsoort van gemiddeld 188 tot 436 kilo per hectare en de fosforbemesting van 78 tot 115 kilo per hectare. Per saldo was de aanvoer van stikstof en fosfor in de bodem groter dan wat eruit verdwijnt. Het stikstofoverschot varieerde tussen combinaties van bedrijfstype en grondsoort van gemiddeld 115 tot 226 kilo per hectare. Voor fosfor lag dat tussen 24 en 40 kilo per hectare.
De meeste overschrijdingen van de nitraatconcentratie in het grondwater zijn aangetroffen bij bedrijven in de zand/lossregio (68 procent). Bij bedrijven in de kleiregio en in de veenregio zijn aanzienlijk minder overschrijdingen aangetoond (respectievelijk 36 en 0 procent). Het totale aantal overschrijdingen in de zand/lossregio in 2005 is, in vergelijking met 2004, vrijwel gelijk gebleven. In de klei- en veenregio is in 2005 het aantal overschrijdingen gedaald ten opzichte van 2004.
Het LMM is opgezet om de kwaliteit van het water op landbouwbedrijven te beschrijven en te verklaren in relatie tot beleidsmaatregelen en bedrijfsvoering. De waterkwaliteit wordt bepaald door de hoeveelheid nutrienten (waaronder nitraat) te meten in het water dat uitspoelt uit de 'wortelzone' (bovenste meter van het grondwater, bodemvocht of drainwater) en in het slootwater. Metingen op dit punt geven weer welk deel van het nutrientenoverschot naar het grond- en oppervlaktewater is uitgespoeld. De metingen zijn verricht op de typen landbouwbedrijven die in Nederland het meeste voorkomen (akkerbouw, melkvee en hokdieren) in drie hoofdgrondsoortregio's (zand/loss, klei en veen).
