English Abstract
Since 1992, the LMM monitors agricultural practice and water quality at selected farms in the Netherlands. The monitoring programme has two functions: assessing the effectiveness of mineral policies and meeting the national and European monitoring requirements. By and large, the amount of nitrogen and phosphorous (nutrients), apllied as fertilizer on agricultural land, has decreased during the past twenty years. Because of the accentuation of mineral policies in 2006, this decrease steepened. The decrease is mirrored by the amount of nutrients available for leaching to the subsoil or surface water (soil surplus). This manifests itself by the lower nitrate concentrations in the water leaching from fields.

This result report presents the findings of the LMM, during the years 2008 and 2009 with respect to agricultural practice and for 2009 and 2010 for water quality. The results during these years fit within the overall picture of long term developments mentioned, although the lowering of nitrate concentrations levels off.

Mineral use and surpluses per type of farming
The trends in fertilizer use and soil surpluses differs per farming type and per soil region. In 2009 the amounts of nitrogen and phosphate applied at dairy farms was on average higher than in the year before. The same holds for phosphate surpluses. On arable farms however, the phosphate application rate and surpluses decreased in all soil regions. It is only in the clay region that the nitrogen application rate at arable farms went down, while the nitrogen soil surplus diminishes both in the clay and the sand region.

Water quality
In addition to nutrient surpluses, the soil type is an important factor determing the quality of water leaching from the soil. Nitrate concentrations are highest in the leachate in the sand region and loess region. However, nitrate concentrations in the sand region have dropped by twothird over the past twenty years (from about 150 to 50-60 milligrams per litre). Also in the clay region nitrate concentration went down during this period (from about 75 to 30 milligrams per litre). Nitrate concentrations are lowest in the peat region (less than 20 miligrams per litre).

In 2009 and 2010, the quality of leachate at about 80 percent of the farms in the clay region meets the EU-standard for nitrate in groundwater (50 milligrams per liter). In the peat region, this percentage is between 95 and 100 percent. The percentage of farms meeting the EU-standard is lower in the sand region (50 percent) and loess region (30 to 40 percent).

Het LMM volgt sinds 1992 de landbouwpraktijk en waterkwaliteit op geselecteerde landbouwbedrijven in Nederland. Dit meetnet vervult twee functies: toetsing of het mestbeleid effectief is en invulling van zowel Europese als nationale monitorings-verplichtingen. In de afgelopen twintig jaar is de hoeveelheid stikstof en fosfaat (nutriënten) die via mest op het land is gebracht, grosso modo afgenomen. Als gevolg van het in 2006 aangescherpte mestbeleid versnelde deze daling. De afname is ook zichtbaar in de hoeveelheid nutriënten die uitspoelt naar de ondergrond of afspoelt naar het oppervlaktewater (bodemoverschot). Dit komt tot uiting in een daling van de nitraatconcentratie in het uitspoelingswater.

Dit resultatenrapport beschrijft de bevindingen van het LMM, in 2008 en 2009 voor de landbouwpraktijk en in 2009 en 2010 voor de waterkwaliteit. De resultaten in deze jaren passen in het beeld van de genoemde langetermijnontwikkeling, al is de daling in nitraatconcentraties de afgelopen vijf jaar afgevlakt.

Bemesting en overschotten per bedrijfstype
De trends in bemesting en overschotten verschillen per bedrijfstype en grondsoort. In 2009 was de hoeveelheid stikstof- en fosfaatbemesting op melkveebedrijven gemiddeld genomen hoger dan het jaar ervoor, evenals de fosfaatoverschotten. Op akkerbouwbedrijven daarentegen daalden in alle regio's de fosfaatbemesting en -overschotten. De stikstofbemesting op akkerbouwbedrijven daalt alleen in de kleiregio, terwijl het stikstofbodemoverschot zowel in de kleiregio als in de zandregio daalt.

Waterkwaliteit
Behalve door nutriëntoverschotten wordt de waterkwaliteit van uitspoelingswater in sterke mate bepaald door de grondsoort. De nitraatconcentraties zijn het hoogst in het uitspoelingswater in de zand- en lössregio. Wel zijn de concentraties in de zandregio in twintig jaar met circa tweederde gedaald (van circa 150 naar 60 milligram per liter). Ook in de kleiregio zijn nitraatconcentraties in deze periode teruggelopen (van circa 75 naar ongeveer 30 milligram per liter). In de veenregio zijn de nitraatconcentraties het laagst (veelal minder dan 10 milligram per liter).

In de jaren 2009 en 2010 voldoet de kwaliteit van het uitspoelingswater op circa 80 procent van de bedrijven in de kleiregio aan de Europese nitraatnorm (van 50 milligram per liter). In de veenregio is dit tussen 95 en 100 procent. Het percentage bedrijven dat aan de norm voldoet is lager in de zandregio (50 procent) en lössregio (30 à 40 procent).
