English Abstract
The Netherlands has set up a programme to monitor groundwater in order to reach compliance with the formal requirements of the European Water Framework Directive (WFD). To this end, several aspects of this WFD Monitoring Program Groundwater quality (KMG) can be improved. There is a need to develop a conceptual model which describes the interaction between surface runoff, groundwater and ecosystems. Surveillance and operational monitoring of the upper few meters of groundwater should also be expanded for those locations where the upper groundwater interacts with the surface water and ecosystems. In addition, monitoring wells in the Netherlands should be distributed spatially on the basis of soil type, land use and hydrological situation in order to obtain a representative distribution of the measurements. Finally, the reliability of the assessment of the water quality can be improved by expanding the number of existing monitoring wells. These are the conclusions of a study carried out by the RIVM and Deltares by order of the Ministry of Housing, Spatial Planning and the Environment (VROM).
The European WFD sets goals. One of these is that in 2015 there will be sufficient water in Europe with a good chemical status. This goal implies that the concentrations of pollutants should not exceed the standards and that the concentrations present should not cause a significant deterioration of the ecological or chemical quality of the groundwater body. In addition, these concentrations should inflict damage on groundwater-dependent ecosystems.
The current assessment method for determining the chemical status of groundwater is been based on measurements taken at 10 and 25 m below the soil surface. The recommendation to also use groundwater quality data from the upper few meters concerns both surveillance and operational monitoring. Surveillance monitoring is applied in areas where the risk of pollution in 2015 is low, and operational monitoring is applied in areas where there is a higher pollution risk. In terms of operational monitoring, this recommendation has the advantage that effects of environmental policy measures can be observed at an earlier stage.

Nederland heeft een monitoringprogramma opgesteld om te voldoen aan het voorschrift uit de Europese Kaderrichtlijn Water (KRW) om het grondwater regelmatig te meten. Dit KRW Monitoringprogramma Grondwaterkwaliteit (KMG) kan op een aantal punten worden verbeterd om het meer in lijn te brengen met de formele randvoorwaarden. Zo moet het conceptuele model nog worden beschreven, dat de interactie weergeeft tussen oppervlakkige afspoeling, grondwater en ecosystemen. Daarnaast wordt aanbevolen om op locaties waar het bovenste grondwater de kwaliteit van het oppervlaktewater en ecosystemen beinvloedt, de surveillance- en de operationele monitoring uit te breiden met meetpunten in de bovenste paar meter van het grondwater. Voor een representatieve verdeling van de metingen is het raadzaam de ruimtelijke indeling van de meetpunten over Nederland te baseren op grondsoort, landgebruik en hydrologische situatie. Tot slot kan de beoordeling van de waterkwaliteit betrouwbaarder worden door meer bestaande meetpunten in te zetten. Het bovenstaande blijkt uit onderzoek van het RIVM en Deltares, in opdracht van het ministerie van VROM.
De Europese Kaderrichtlijn Water stelt doelen zodat er in 2015 onder andere voldoende water in Europa is met een goede chemische toestand. Dit houdt in dat de concentraties van verontreinigende stoffen de normen niet overschrijden. Daarnaast mogen deze concentraties geen significante vermindering van de ecologische of chemische kwaliteit van de grondwaterlichamen veroorzaken. Evenmin mogen ze significante schade toebrengen aan ecosystemen die afhankelijk zijn van het grondwater.
Momenteel wordt de chemische toestand van grondwater bepaald op basis van metingen op 10 en 25 meter diepte. De aanbeveling om daarbij ook grondwaterkwaliteitgegevens uit de bovenste paar meter te betrekken, geldt zowel voor surveillance- als voor de operationele monitoring. Surveillancemonitoring vindt plaats in gebieden waar het risico op vervuild grondwater in 2015 klein is. Operationele monitoring vindt plaats in gebieden waar het risico op vervuiling dan groter is. Voor operationele monitoring heeft dat als voordeel dat effecten van milieumaatregelen dan eerder kunnen worden waargenomen.
