English Abstract Atlantis is a decision-support model for the
development, evaluation and comparison of solutions for (future)
infrastructure to enable supply of drinking and industrial water based on
environmental pressure and costs. Here it will be described how Atlantis
has been applied to the National Environmental Outlook 1997-2020; the most
important results of this application will also be presented. The
information used as input for the model is reproduced in full in the
appendices. The consequences of the three future scenarios of the Bureau
for Economic Policy Analysis (CPB) for the drinking-water infrastructure
have been determined. The following aspects of this infrastructure have
been taken into consideration: the amounts of extracted surface water and
groundwater, the costs of the drinking-water production and the effects of
this production on the environment. The following conclusions can be drawn
from the calculations performed: 1) Extractions of all types of water will
increase in the period 1995-2020 in all three future scenarios. The
proportion of groundwater to surface water used for the production of
drinking-water will shift from 1:2 in 1995 to approximately 1.5:1 in 2020.
2) As a result of policy and infrastructural limitations the total amount of
extracted groundwater for the production of drinking-water in the period
1995-2020 remains under the total amount of groundwater permitted for
extraction according to the extraction permits of 1988. 3) The total budget
required in the drinking-water sector over the period 1995-2020 for the
realisation of groundwater depletion measures varies from 165 million Dutch
guilders (DE-scenario) to almost 450 million Dutch guilders
(GC-scenario).

Atlantis is een beslissingsondersteunend model voor het
ontwikkelen, evalueren en vergelijken van oplossingen voor de (toekomstige)
infrastructuur van de drink- en industriewatervoorziening in Nederland, op
basis van milieudruk en kosten. Dit rapport beschrijft de wijze waarop het
model Atlantis is toegepast voor de Nationale Milieuverkenning 1997-2020 en
de belangrijkste resultaten die deze toepassing heeft opgeleverd. De
informatie die gebruikt is als invoer voor het model is volledig weergegeven
in de bijlagen. Ten behoeve van de Nationale Milieuverkenning 1997-2020
zijn de consequenties bepaald voor de drinkwaterinfrastructuur van de drie
toekomstscenarioAs van het Centraal Planbureau, die het uitgangspunt vormden
bij de Milieuverkenning. Beschouwd zijn de volgende aspecten van de
drinkwaterinfrastructuur: de hoeveelheden winning van oppervlakte- en
grondwater, de kosten van de drinkwaterproductie en de effecten van de
drinkwaterproductie op het milieu. De volgende conclusies konden worden
getrokken op basis van de uitgevoerde berekeneningen: 1) De winning van
(vrijwel) alle typen water t.b.v. de productie van leidingwater neemt bij
te verwachten ontwikkelingen in de periode 1995 tot en met 2020 toe bij alle
drie doorgerekende CPB-scenarioAs. De verhouding tussen de gebruikte
hoeveelheden grondwater en opper-vlaktewater zal verschuiven van 2:1 in 1995
tot ca. 1.5:1 in 2020. 2) De totale winning van grondwater t.b.v.
productie van leidingwater blijft, als gevolg van gekozen
(beleids-)uitgangspunten en infrastructurele beperkingen, in de periode
1995-2020 onder de totale hoeveelheid grondwater die volgens de
onttrekkingsvergunningen van 1988 gewonnen mag worden. 3) De totale kosten
die over de gehele periode van 1995 t/m 2020 nodig zijn binnen de
drinkwatersector voor de realisering van de huidige plannen ter bestrijding
van verdroging variren van 165 miljoen gulden (in geval van het DE-scenario)
tot bijna 450 miljoen gulden (GC-scenario).
