English Abstract
In most buildings, like schools, sports accommodations or offices, tap water installations provide clean drinking water to the consumer. Water quality problems in these installations can put consumers and the public mains system at risk. To prevent potential water quality problems, the drinking water companies perform inspections on the technical state and management of these installations.

Newly installed installations need second inspection:
The number of newly installed drinking water installations that comply with regulations at the first inspection in 2010 has decreased by 4% compared with previous years. After the inspection cycle (first and re-inspection), more installations (3%) comply compared with previous years. It is troubling that this occurs after the second inspection of the installation.

These conclusions are drawn from the inspections performed by the drinking water companies in 2010. By order of the Dutch Ministry of Infrastructure and Environment, the Institute for Public Health and Environment of the Netherlands (RIVM) collects and analyses the feedbackof these inspections in a yearly report since 2004. In 2010 almost 62,000 (first & re-) inspections were performed on more than 50,000 newly installed and existing tap water installations. The inspections have found and resolved more than 9,500 situations of high to very high risk for public health.

Inspection of existing tap water:
Existing tap water installations show a similar pattern; in 2010 fewer installations comply with regulations at first inspection. The number of installations with very high risk of contamination has remained stable compared to previous years.

Legionella prevention:
Installations that must comply with special regulations for the prevention of Legionella (high-priority installations like hotels, hospitals and saunas) must perform good management of the tap water installation. In 2010, there was a small increase in general in the number of priority installations that comply with these regulations compared to 2009. Only bed & breakfasts show a decrease of 6% in the number of installations that comply.

Rapport in het kort
In de meeste gebouwen, zoals kantoren, scholen of sporthallen, zorgen drinkwaterinstallaties ervoor dat schoon drinkwater van het openbaar drinkwaternet uit de kraan van de consument stroomt. Verontreinigingen in deze installaties kunnen een gevaar vormen voor zowel de consument als het openbare drinkwaternet. Om dit te voorkomen voeren de drinkwaterbedrijven controles uit op de technische staat en het beheer van deze installaties.

Bij nieuwe installaties meer hercontroles nodig:
Het percentage nieuw aangelegde drinkwaterinstallaties dat na de eerste controle door de drinkwaterbedrijven is goedgekeurd, is in 2010 4% lager dan in voorgaande jaren. Na de hercontrole zijn er wel meer installaties in orde. Uiteindelijk zijn over het geheel genomen 3% meer installaties goedgekeurd dan in voorgaande jaren. Het is zorgelijk dat dit pas bij de hercontrole lukt.

Dit blijkt uit de controles over het jaar 2010. Sinds 2004 verzamelt en analyseert het RIVM de terugkoppeling over deze controles en adviseert het ministerie van Innovatie en Milieu over het functioneren van de controletaak. In 2010 zijn in totaal bijna 62.000 controles (controle & hercontrole) uitgevoerd bij circa 50.000 bestaande en nieuw aangelegde drinkwaterinstallaties. Dat is zo'n 10% van de circa 600.000 installaties, die periodiek worden gecontroleerd. Bij circa 9.500 installaties zijn (sterk) verhoogde risico's op verontreiniging (van bijvoorbeeld reinigingsmiddelen of biologische besmettingen) van het drinkwater verholpen.

Controles bij bestaande drinkwaterinstallaties:
Bij bestaande drinkwaterinstallaties is een soortgelijk patroon waarneembaar: ook hiervan zijn in 2010 minder installaties goedgekeurd bij de eerste controle. Het uiteindelijke aandeel installaties met een (sterk) verhoogd risico is vrijwel gelijk gebleven.

Legionellapreventie:
Prioritaire drinkwaterinstallaties, zoals in hotels, zorginstellingen, ziekenhuizen en sauna's, zijn verplicht de installaties goed te beheren om legionella te voorkomen. Dit is in het onderzochte jaar bij de meeste categorieën iets beter gedaan dan in voorgaande jaren, met uitzondering van de bed & breakfasts. Van deze categorie is het aantal installaties met (sterk) verhoogd risico op legionellabesmetting met 6% gestegen ten opzichte van 2009.
