English Abstract The latest Dutch National Policy Document on Spatial
Planning, was released in April 2004 by the Ministry of VROM. The Ministry
asked the four National Assessment Agencies (CPB, SCP, RPB and MNP) to
evaluate the effects of the new policy document. The report of the
Netherlands Environmental Assessment Agency (MNP-RIVM) describes the
consequences for the environment, nature, landscape and water. One of the
main conclusions is that the conservation of nature/landscape and
accessibility will benefit from the concentration of urban developments.
The Policy Document on Spatial Planning aims to concentrate new urban
developments around existing larger cities. This gives the opportunity to
create the desired urban and green living environments, while at the same
time it will minimize the negative impacts on nature and landscape and keep
employment and services accessible.
Rapport in het kort
In april 2004 is de Nota Ruimte van het Ministerie van
VROM verschenen. Deze nota bevat het nationaal ruimtelijk beleid tot aan
2030. Het ministerie van VROM heeft aan de vier planbureaus (CPB, SCP, RPB
en MNP) gevraagd om te bepalen wat de effecten van deze nieuwe nota zijn.
In de evaluatie-rapportage van het Milieu- en Natuurplanbureau (MNP-RIVM)
worden de consequenties voor milieu, natuur, landschap en water beschreven.
Een van de conclusies is dat bundeling van verstedelijking goed is voor
natuur en bereikbaarheid. De Nota Ruimte beoogt de verstedelijking te
bundelen rondom de grotere steden. Daarmee kunnen de gewenste stedelijke en
groene woonmilieus gecreeerd worden, terwijl tegelijkertijd de aantasting
van natuur en landschap beperkt blijft en voorzieningen bereikbaar blijven.
Voor de Randstad geldt dat woningbouw buiten het Groene Hart de minste
aantasting van milieu, natuur, landschap en water op leveren. De Nota
Ruimte kiest echter ook voor verstedelijking die het Groene Hart niet
ongemoeid laat.
