English Abstract
Regional waters are dredged on a regular basis. During dredging, part of the sediments is deposited upon the soil, which may give rise to contamination of the soil. The present Dutch policy with regard to dredging of sediments, only allows spreading of sediments of class 1 and lower on soil. The underlying system for classification of the quality of contaminated dredging material, is based upon total levels of contaminants in the solid phase. Model calculations on the basis of total levels of contaminants have shown that spreading of contaminated sediments on soils will indeed induce exceedance of local soil quality standards. Total levels, however, do not always give an indication of truly adverse effects in soil ecosystems, which leads to questions with regard to the meaning of exceedance of quality standards. A theoretical framework for judging the actually occurring risks due to spreading of contaminated sediments on soils, is based on truly bioavailable concentrations. To further substantiate the frame-work, partition and accumulation assays, with metals and PAHs, as well as a limited number of toxicity bioassays were carried out, and the rate of disappearance of PAHs from mixtures of sediments and soils was investigated. The experiments confirm that total levels indeed are not indicative truly occurring toxic effects: even mixing of sediment of class 4 with soil hardly gave rise to either additional accumulation of metals and PAHs, of excess toxicity. This indicates that the bioavailability of the metals and PAHs present in the sediment, is limited. This general finding is confirmed by the low rate of disappearance of PAHs from the mixtures. It is therefore concluded that inclusion of the aspects of bioavailability, mixture toxicity, and degradation, in the way described in this report, will solve the major limitations of the current methodology of classification of contami-nated sediments. With this report, a first step is made with regard to the development of a decision support system for judging the risks asso-ciated with the spreading of contaminated sediments on soil. The system is based upon the relation between risk/toxic pressure and actual effects on field ecosystems.

De risico's die verbonden zijn aan het verspreiden van baggerspecie op landbodems worden momenteel ingeschat op basis van het totaalgehalte van contaminanten in de vaste fase. Er zijn echter aanwijzingen dat het totaalgehalte geen goede maat is voor het daadwerkelijk optreden van ongewenste effecten op het bodem-ecosysteem. Derhalve is een fijnmaziger systeem nodig dat wel rekening houdt met de processen die effecten modificeren, oftewel: een systeem dat die biologische beschikbaarheid verdisconteert. In dit rapport worden de resultaten beschreven van een studie die beoogd was om de belangrijke onzekerheden in de relatie tussen normoverschrijding en daadwerkelijke effecten in het veld te kwantificeren. Technisch gezien is het aantonen van effecten in het veld moeilijk uitvoerbaar, het is wel mogelijk om de relatie tussen gehaltes aan contaminanten en effecten in het laboratorium te kwantificeren (oorzaak-gevolg analyse). Dit laatste is in de deze studie uitgevoerd. De resultaten van de studie tonen aan dat het gedrag van zware metalen en PAKs in mengsels van baggerspecie en landbodems niet wezenlijk verschilt van het gedrag in landbodems. In het algemeen zijn de beschikbare gehaltes dermate laag dat de accumulatie van PAKs en metalen beperkt is, waardoor er nauwelijks of geen toxische effecten waarneembaar zijn. Aanbevolen wordt dan ook om de beoordeling van de daadwerkelijke ecotoxicologische risico's van het verspreiden van baggerspecie op landbodems te baseren op biobeschikbare gehaltes in plaats van op totaalgehaltes. De resultaten die in dit rapport worden gepresenteerd vormen een eerste stap in de ontwikkeling van een Beslissings-Ondersteunend Systeem (BOS) voor de beoordeling van de ecologische risico's van het op land verspreiden van baggerspecie, gebaseerd op totaalgehaltes en bodemeigenschappen. Het huidige onderzoek kan gezien worden als een eerste validatie van het BOS op enkele cruciale onderdelen.
