English Abstract
This report presents the results of the first stage of the development process of the Environmental Information and Planning Model (Dutch acronym RIM+). Calculation of projections for emissions and waste production is one of the tasks of RIVM. When calculating these projections certain problems have been noticed in the past. In this report a solution is proposed, consisting of four elements: - Introducing a new way of thinking: the process method. - Research of and subsequently introduction of a method of working, based on the process approach. - To support this way of thinking: creation of an Environmental Information and Planning Model. This system (RIM+) has been built and will be used to calculate emission projections. - To improve the quality of created information systems, it is nescesary that the development process of these systems is professionalized. A method to create information systems has been developed. All these elements are described in detail in this report.
