English Abstract The Ministry of Housing, Spatial Planning and
Environment (VROM) has introduced a new category of landfill called a
'landfill for conditioned (inorganic) waste materials'. The National
Institute of Public Health and the Environment (RIVM) was asked by the Dutch
Ministry of the Environment (VROM) to develop a method of assessment and
acceptance limits for immobilized waste to be dumped in landfills for
conditioned waste materials. For dumping conditioned waste materials at a
landfill, the RIVM has proposed setting the following limits: content of
organic matter (< 5%), pressure-strength of the immobilized waste (< 1
N/mm2) and emission of inorganic compounds as stipulated in the diffusion
test set down by the Netherlands Institute for Standardization (NEN 7345).
The maximum allowable emission, measured in the diffusion test, can be
calculated using a standard equation. Presented in this report are both the
equation and an overview of the maximum allowable emissions. The proposed
method and acceptance limits have been evaluated on the basis of a set of
various types of immobilized waste. Conclusions arising from the
evaluation: 1) The proposed acceptance limits and requirements for
immobilized waste materials to be dumped will protect the soil (solid and
liquid phases) at the target value level for soil quality in the
Netherlands; 2) None of the investigated immobilized waste materials meets
the emission criteria for category-1 building materials (as stipulated in
the Building Materials Decree). Only a few immobilized waste materials meet
the emission criteria for category-2 building materials. 3) In assessing
the immobilized waste materials using the diffusion test and the proposed
acceptance limits, a number of immobilized (strong leaching chemical) waste
materials were deemed suitable for dumping at a landfill for conditioned
waste materials.

In de visie van het ministerie van VROM op
stortplaatscategorieen is een nieuwe stortplaatscategorie geintroduceerd,
nl. de stortplaats voor geconditioneerd afval. Het Rijksinstituut voor
Volksgezondheid en Milieu is door het ministerie van VROM gevraagd om een
beoordelingsmethode te ontwikkelen en aparte grenswaarden te formuleren voor
de beoordeling van immobilisaten, die gestort worden op een dergelijke
stortplaats voor geconditioneerd afval. Het onderhavige rapport beschrijft
enerzijds de milieuhygienische kwaliteit van een aantal geimmobiliseerde
afvalstoffen en anderzijds voorstellen ten aanzien van grenswaarden voor de
beoordeling van geimmobiliseerde afvalstoffen. Op grond van het uitgevoerde
onderzoek kunnen de volgende conclusies worden getrokken: 1) Bij het
hanteren van de voorgestelde emissienormen en de daarbij behorende eisen
voor te storten immobilisaten kan de bodem (vaste en vloeibare fase) worden
beschermd op het niveau van de streefwaarde bodemkwaliteit. 2) Geen van de
onderzochte immobilisaten voldoet aan de normen, die het Bouwstoffenbesluit
stelt voor categorie-1 bouwstoffen. Slechts enkele immobilisaten voldoen
als niet-vormgegeven en/of vormgegeven bouwstof aan de normen voor een
categorie-2 toepassing. 3) Een beoordeling van immobilisaten met de
diffusieproef, waarbij het immobilisaat intakt blijft, en de voorgestelde
maximaal toelaatbare emissies zal voor een aantal afvalstoffen resulteren in
een lichter stortregime (van C2 naar Cgecond.afval).
