English Abstract This model study assessed the environmental effects of
several technical measures for the reduction of energy and water use and the
use of materials in existing and new dwellings, projected over the 1995-2020
period. The model assesses the effects by a physical causal represention of
the dwellings. The measurements taken alter the energy, water and materials
efficiency in the dwellings, leading to a reduction in the use of each of
the three resources. Taking place under the policy of sustainable building
the above measures are instrumented by regulation (energy efficiency in
newly built dwellings), information transfer and covenants with the public
and private partners in the decisionmaking chain of the building industry.
Each of the measures has been equiped with an penetration scenario for the
autonomous developement and the stimulus for this given by the sustainable
building policy. The set of relevant policy instruments imposed by the
sustainable building policy will be either certainly or probably employed up
to 2005. The instruments are assumed to persist after this period, thus
leading to a continued penetration of the measures.

In deze model studie worden de milieu-effecten van een
aantal technische maatregelen uit het plan van aanpak Duurzaam Bouwen
beschouwd, over de periode 1995-2020. Het betreffen maatregelen voor de
reductie van energie-, water- en materiaalverbruik in de woningbouw. Het
model berekent de milieu-effecten uit een fysisch-causale beschrijving van
woningen. De maatregelen worden geinstrumenteerd door regelgeving (op het
vlak van de energieprestatie van nieuwbouwwoningen), convenanten en
voorlichting, naast de instrumenten die vanuit het beleid worden ingezet
waarmee Duurzaam Bouwen een raakvlak heeft. Voor elk van de maatregelen is
een scenario opgesteld dat zowel de autonome ontwikkelingen weergeeft als de
impuls die daaraan door Duurzaam Bouwen wordt gegeven. Het instrumentarium
zal waarschijnlijk tot het jaar 2005 in gebruik zijn. Aangenomen is dat na
dit jaar het instrumentarium zal blijven voortbestaan, zodat er sprake is
van een voortdurende penetratie van de betrokken
maatregelen.
