English Abstract
This report consists of a collection of several partial reports of a study to further develop the instrumentation used by RIVM penetration rate of technical measures. Analyzing the penetration rate implies describing and explaining the diffusion patterns of technical measures from the past and estimating these patterns for the future. This report is a background document from which a summary report (Van Schijndel et al., 1996, no. 776101007) was drawn up. Part I of the background document outlines the theoretical framework developed from recent insights into technology dynamics. This framework can be used to analyze the diffusion of technical measures. Parts II to VI report the results of several historical (pilot) case-studies, carried out by RIVM/LAE to gain experience on different aspects of the analysis of the penetration rate. The pilot case-studies focused on the penetration of the three-way catalyst in cars and of NOx-reducing technical measures in industrial heating installations. An approach was developed for the elaboration of three other case-studies using the results of the pilot case-studies. Case-studies IV and V focused on the penetration of technical measures in abating emissions to air in the burning of waste and in abating fine particle emissions from iron and steel production. Case VI focused on the penetration of technical measures in the PVC chain (e.g. on technical measures in abating vinyl chloride (VC) emissions in VC and PVC production and on the production of PVC regranulate from PVC waste for recycling purposes).

Dit rapport is een bundeling van de verschillende deelrapportages van een onderzoek naar de verdere ontwikkeling van het RIVM-instrumentarium voor de analyse van de penetratiegraad van milieutechnische maatregelen. Een analyse van de penetratiegraad houdt in dat diffusiepatronen van technische maatregelen vanuit het verleden worden beschreven en verklaard en naar de toekomst toe worden ingeschat. Het rapport is een achtergronddocument dat als basis heeft gediend voor het opstellen van een samenvattend rapport (van Schijndel et al., 1996, rapportnr. 776101007). In deelrapportage I is het vanuit de technologiedynamica aangereikte theoretische kader uiteengezet, op basis waarvan de diffusie van bestaande milieutechnische maatregelen geanalyseerd kan worden. In de deelrapportages II t/m VI zijn de resultaten van een aantal historische (pilot) case-studies weergegeven. Deze case-studies zijn door het RIVM uitgewerkt om ervaring op te doen met verschillende aspekten van de analyse van de penetratiegraad. De pilot case-studies II en III hebben betrekking op de penetratie van de 3-weg katalysator bij personenauto's en de penetratie van NOx-reducerende technische maatregelen bij industriele stookinstallaties. Op basis van de resultaten van de pilot case-studies is een stramien/aanpak ontwikkeld voor de uitwerking van een drietal andere case-studies. De case-studies IV en V hebben betrekking op de penetratie van technische maatregelen ter bestrijding van luchtemissies bij afvalverbranding en ter bestrijding van fijn stof emissies bij de ijzer- en staalproduktie. Case-studie VI is gericht op de penetratie van technische maatregelen in de PVC-keten, met name op technische maatregelen ter bestrijding van VC-emissies bij VC- en PVC-productie en op de productie van PVC-regranulaat uit PVC-afval ten behoeve van recycling.
