The obligation to report serious accidents applies only for salaried employees or self-employed if they work under the authority of others. If someone is self-employed and working under his own authority when an accident happens, the accident is not reportable.
Furthermore, the obligation to report is limited to accidents that happen at a ‘work place’. This, in many cases, excludes driving on public roads. As a consequence work related traffic accidents are not reportable. Thus, for professions that include driving on public roads, it is not possible to calculate a complete risk profile.
Accidents that are not reportable at the labour inspectorate
Accidents in certain sectors are sometimes investigated by their own Inspectorates, this also leads to incomplete exposure profiles. Noticeably this holds for offshore work (except for research purposes), ship crews (except temporary workers) and cabin crews (for the time that they are on board a plane).
