After his MBO secondary vocational education Social Pedagogical Work and HBO higher vocational education Social Work & Service, Jaap studied business administration at the VU University Amsterdam. He started at the Ministry of Public Health, Welfare and Sport as a government trainee, after which he worked as a business administrator at Dienst Landelijk Gebied (an agency of the Ministry of Agriculture, Nature and Food Quality). He then worked in consultancy, where he also started a Nyenrode MBA Master of Health Business Administration programme, specialising in Public Governance. In 2006, Jaap started working at RIVM at the recently established Centre for Population Screening. Jaap completed his MBA while working at the Centre for Population Screening. In 2013 Jaap started as head of the Centre for Healthy Living. From October 2015 to April 2017, Jaap held the position of head of the Centre for Health and Society. Following a reorganisation, this centre was split into two centres; the original Health and Society Centre and the Centre for Population Screening. From May 2017 to March 2020, Jaap was head of the Centre for Population Screening.
In 2018, Jaap completed the Candidate Programme of the Senior Civil Service (in Dutch Algemene Bestuursdienst (ABD). From April 2020 until the end of September 2020, Jaap was the interim Director of Public Health and Care. After that, he supported the Centre for Infectious Disease Control of RIVM for several weeks as deputy director until the ABD appointed him as programme director of the COVID-19 vaccination programme in November 2020.
