Samenvatting

In het kader van een algehele herberekening van de gemiddelde stralenbelasting van de Nederlandse bevolking is onderzoek uitgevoerd naar de stralenbelasting door gebruiks-artikelen. Voor elf categorien van gebruiksartikelen, die 1988 90% van de door gebruiks-artikelen veroorzaakte collectieve dosis vertegenwoordigden, zijn gegevens verzameld over het type product, de activiteit per product, de reden waarom radioactiviteit wordt of werd toegepast, en het aantal van dit soort producten dat in Nederland gebruikt wordt. Op basis van deze gegevens is de collectieve stralendosis per categorie opnieuw ingeschat. De bijdrage van gebruiksartikelen in de totale Nederlandse collectieve dosis werd voor 1988 geschat op 130 mensSv per jaar. De huidige door radioactieve gebruiksartikelen veroorzaakte bijdrage bedraagt naar schatting 4,6 mensSv per jaar. Deze opmerkelijke reductie blijkt te zijn veroorzaakt door afname van het werkelijk gebruikte aantal radioactieve producten (gloeikousjes), door een lagere inschatting van het aantal op basis van nieuwe gegevens (cameralenzen, radiumhoudende rookmelders), door vervanging van radioactieve door niet-radioactieve producten (gloeikousjes, tandprothesen), door het niet voorkomen van een bepaald product op de Nederlandse consumentenmarkt (laselektroden, antistatische middelen), en door een lagere inschatting van het dosistempo, namelijk op basis van meetgegevens in plaats van een 'worst case' benadering (rookmelders, beeldschermen). Er was voor de meeste onderzochte gebruiksartikelen geen significante afname van de activiteit. Samenvattend wordt 60-70% van de reductie veroorzaakt door een reeele afname van het aantal radioactieve producten. Het resterende percentage wordt veroorzaakt door een lagere inschatting van het aantal producten en het dosistempo op basis van nieuwe gegevens. De grootste dosisreductie werd gerealiseerd doordat het huidige aantal radioactieve gloeikousjes veel lager is dan in het verleden. De bijdrage van gloeikousjes in de collectieve dosis daalde hierdoor van 70 mensSv in 1988 naar 2 mensSv per jaar nu. Het totaal aantal gloeikousjes is met circa een factor 3 gedaald, waarvan naar schatting nog slechts 1/10e radioactief is. Een verdere daling in de bijdrage van gebruiksartikelen is te verwachten, aangezien een aantal producten zal worden opgenomen in een lijst met niet-gerechtvaardigde toepassingen volgens het nieuwe Besluit Stralingsbescherming.

Abstract

This study took place within the framework of a general update of the average radiation dose for the Dutch population. It focuses on consumer products in which radionuclides have been intentionally incorporated and on radiation-emitting devices that can be supplied to members of the public without special surveillance. Eleven consumer products were studied in more detail. The radiation from these products determined 90% of the total collective dose due to consumer products in the Netherlands in 1988. Individual and collective doses are presented here for each product. The total collective dose has decreased from 130 personSv in 1988 to 4.6 personSv at present. This reduction was attributed to: a decrease in the number of radioactive products (gas mantles), lower estimates of the number of radioactive products present in the Netherlands thanks to new information (camera lenses, smoke detectors containing Ra-226), replacement of radioactive by non-radioactive products (gas mantles, dental protheses), and a lower estimate of the dose rate for certain products (smoke detectors, VDT). Some products were shown to be unavailable on the Dutch consumer market because importing and selling them was prohibited (antistatic brushes) or because the products were only available for professional users (TIG welding electrodes). Only a few products showed a significant change in radionuclide content. In summary, 60-70% of the reduction is due to a realistic decrease in the number of radioactive products. The remaining 30-40% is due to a better estimation of the number of products and the dose rate. The largest reduction of the total collective dose was realised through the decrease in the number of radioactive gas mantles. The contribution of gas mantles to the collective dose has decreased from 70 personSv in 1988 to 2 personSv per year at present. The total number of gas mantles has decreased by a factor of three of which still 1/10th is radioactive. A further reduction in the contribution of consumer products is to be expected as a number of radioactive products will be placed on a list of non-justified applications as a result of the new Dutch Radiation Protection Act.
