Samenvatting

Het RIVM heeft met de Nederlandse Arbeidsinspectie (NLA) en het ministerie van SZW de Monitor Leren van Ongevallen ontwikkeld (MLvO). De monitor maakt het mogelijk om snel en makkelijk data over ernstige ongevallen te verzamelen die door de Inspectie zijn onderzocht. De resultaten geven inzicht in oorzaken van dit soort ongevallen. Op basis daarvan kunnen beleidsmakers maatregelen nemen om ze te voorkomen.

De data voor de MLvO wordt verzameld via de vragenlijstsoftware Survalyzer. In deze vragenlijst beantwoorden inspecteurs vragen over ernstige arbeidsongevallen die zij hebben onderzocht.

Het RIVM heeft nu een handboek gemaakt voor mensen die de gegevens uit de MLvO gebruiken, zoals analisten, technici en onderzoekers. Het handboek beschrijft de inhoud van de MLvO, de typen ongevallen, een aantal specifieke variabelen, hoe de namen van variabelen zijn gemaakt en welke antwoorden mogelijk zijn bij bepaalde vragen in de vragenlijst.

De MLvO is een opvolger van de Storybuilder database. Deze database wordt sinds 2015 niet meer gevuld met nieuwe ongevallen. Een apart RIVM-rapport licht de inhoud van de MLvO verder toe en laat zien hoe de monitor tot stand is gekomen (rapportnummer 2021-0122).

Abstract

In collaboration with the Netherlands Labour Authority (NLA) and the Ministry of Social Affairs and Employment, RIVM has developed the Monitoring system for Learning from Accidents (MLfA). The monitoring system makes it possible to quickly and easily collect data on serious occupational accidents investigated by the NLA. The results provide insight into the causes of such accidents. Policymakers can use these results as a basis for taking measures or steps to prevent such accidents.

The data for the MLfA are collected via Survalyzer questionnaire software. In this questionnaire, inspectors answer questions about serious occupational accidents that they have investigated.

RIVM has now prepared a handbook for persons who use the data from the MLfA such as analysts, technicians, and researchers. The handbook describes the content of the MLfA, the types of accidents, a number of specific variables, how the names of variables were chosen, and which answers are possible for certain questions in the questionnaire.

The MLfA is a successor to the Storybuilder database. The latter has no longer been expanded to include new accidents since 2015. A separate RIVM report further explains the content of the MLfA and describes how the monitor was developed (report number 2021-0122).
