Samenvatting
Elke vier jaar verschijnt de Volksgezondheid Toekomst Verkenning (VTV) waarin het RIVM rapporteert over de huidige toestand en toekomstige ontwikkeling van de volksgezondheid. De VTV draagt hiermee bij aan het volksgezondheidsbeleid van het ministerie van Volksgezondheid, Welzijn en Sport (VWS). Dit zogeheten definitierapport bevat de hoofdlijnen van de zesde editie, die in 2014 verschijnt. Elke VTV beschrijft de laatste ontwikkelingen op het gebied van gezondheid, ziekte, determinanten, preventie, zorg, gezondheidsverschillen en regionale en internationale vergelijkingen. Recente ontwikkelingen in beleid, wetenschap en praktijk van de volksgezondheid zijn van invloed op de manier waarop deze vervolgens worden uitgewerkt. Zo zal de komende editie aandacht besteden aan gevolgen van ziekten in termen van zelfredzaamheid, functioneren en maatschappelijke participatie. Ook krijgt de veranderende rol van burgers en patiënten een plaats in de VTV-2014. Andere belangrijke ontwikkelingen zijn de invloed van de omgeving op gezond gedrag en gezondheid, preventie in de zorg, technologische innovaties en de verschuiving van taken, voornamelijk van de nationale naar de regionale overheid. Uitgaande van recente ontwikkelingen in de uitvoering van toekomstverkenningen, zal de VTV in dit proces diverse stakeholders betrekken. Begin 2012 verschijnt het ontwerp van de VTV, waarin de definitieve onderwerpen worden bepaald en uitgewerkt. Drie commissies adviseren het VTV-team over de aansluiting bij het beleid, de wetenschappelijke kwaliteit en de afstemming binnen het RIVM. Behalve het samenvattend rapport en de websites zullen de komende jaren artikelen en rapporten verschijnen die deel uitmaken van de VTV-2014.
Abstract
Every four years, a new Public Health Status and Forecast (PHSF) is published in the Netherlands by the RIVM. This report contains the current status and future developments of Dutch population health. In this way, the PHSF can contribute to public health policy development by the Ministry of Health. This publication is the socalled definition report which includes the general outline of the sixth edition of the PHSF, which is to be issued in 2014.
Every PHSF describes the latest developments in health, disease, determinants of health, prevention, care, health inequalities, and regional and international comparisons. The latest developments in health policy, science and practice of public health influence the way in which these subjects are elaborated. The next PHSF will, for example, pay attention to the consequences of diseases in terms of autonomy, functioning and social participation. The changing roles of civilians and patients will also be addressed in the PHSF-2014.
Other important issues are the influence of the environment on health and health behaviour, prevention in health care, technological innovations, and the shift of governmental tasks, especially from national to local government. In line with recent approaches to executing forecasts, the next PHSF will involve many different stakeholders in the process.
In the beginning of 2012 the outline for the PSHF-2014 will be published, in which the final subjects will be determined and specified. Three committees will advise the PHSF team regarding its policy relevance, the scientific quality and the coordination within the RIVM. Besides a summary report and related websites, different articles and reports will be published in the coming years that are also part of the PHSF-2014 effort.
