Samenvatting

Het is belangrijk om al bij jonge kinderen aandacht te hebben voor relaties en seksualiteit, zowel thuis als op school. Hierdoor krijgen zij op tijd informatie over onderwerpen als gezonde relaties, fijn en veilig vrijen en grensoverschrijdend gedrag. Ook durven zij dan makkelijker vragen te stellen over seksuele en genderdiversiteit, sexting, wensen en grenzen. Dit draagt bij aan een positieve en gezonde seksuele ontwikkeling.

Het thema ‘Relaties en seksualiteit’ wordt aangeboden vanuit het programma Gezonde School. Sinds 2019 bestaat er voor dit onderwerp een speciale stimuleringsregeling voor zowel het basis-, voortgezet- en speciaal onderwijs als het middelbaar beroepsonderwijs. Met de regeling krijgt de school geld om lespakketten te kopen die zijn afgestemd op de leeftijd en bijvoorbeeld een gastdocent in te huren. Ook krijgt de school advies van een expert zodat de school een veilige omgeving wordt waar iedereen zichzelf mag zijn en seksueel grensoverschrijdend gedrag wordt beperkt. Ook wordt leraren geleerd signalen van bijvoorbeeld seksueel grensoverschrijdend gedrag beter te herkennen.

Door de stimuleringsregeling is het aantal aanvragen voor werken aan het thema Relaties en Seksualiteit bij alle onderwijsniveaus sterk gestegen: van 21 aanvragen in 2017 zonder de regeling, naar 820 in 2021. Het geld en het advies maken het voor scholen mogelijk om aandacht te besteden aan het thema ‘Relaties en seksualiteit’.

In het schooljaar 2021-2022 hebben 567 scholen de stimuleringsregeling gekregen. Ze hebben vooral behoefte aan lespakketten, gastlessen en scholing voor docenten. De meeste scholen zijn tevreden over de regeling. Ruim een derde van de scholen geeft aan dat de sfeer op school is verbeterd.

Iets meer dan een kwart van de scholen heeft het thema ‘Relaties en seksualiteit’ vastgelegd in het schoolbeleid. De helft van de scholen heeft hiermee een begin gemaakt. Een derde van de scholen is beter in staat om seksueel grensoverschrijdend gedrag te signaleren. En 40 procent van de scholen is bezig om dat beter te doen. Een grote meerderheid van de scholen (80 procent) heeft dankzij de stimuleringsregeling lespakketten kunnen kopen en inzetten.

Abstract

It is important that children are taught about relationships and sexuality from an early age, both at home and at school. This is to ensure that they are informed about healthy relationships, enjoyable and safe sex and sexually transgressive behaviour in good time. It will also lower the threshold for them to ask questions about sexual and gender diversity, sexting, desires and boundaries, thus contributing to positive and healthy sexual development.

The ‘Relationships & Sexuality’ theme is offered as part of the Healthy School programme. A dedicated scheme to promote this topic in primary, secondary, special and secondary vocational education has been available since 2019. Schools that qualify for this scheme are allocated a budget to procure teaching packages that are tailored to different age groups, hire a visiting teacher or fund other activities. They also receive expert advice that empowers them to become safe environments where all pupils and teachers can be themselves and sexually transgressive behaviour is prevented. Furthermore, teachers receive training that makes it easier for them to detect signs of sexually transgressive and other undesirable behaviour.

Thanks to the promotional scheme, the number of applications by schools at all levels of education to work with the ‘Relationships & Sexuality’ theme has risen sharply from 21 in 2017, when the scheme did not yet exist, to 820 in 2021. The budget and advice enable schools to devote attention to the ‘Relationships & Sexuality’ theme.

In the 2021–2022 school year, 567 schools submitted successful applications. They spent the budget mainly on teaching packages, guest lessons and teacher training. Most schools are satisfied with the scheme. More than one-third of schools indicated that the atmosphere at school had improved.

Slightly over one-quarter of schools have already made the ‘Relationships & Sexuality’ theme part of school policy. Half of all schools have taken their first steps towards this. One-third of schools said they were better able to detect signs of sexually transgressive behaviour, while 40 per cent of schools are working to improve their ability to do so. The vast majority of schools (80 per cent) have used the promotional scheme to procure and use teaching packages.
