Samenvatting

Na een ramp, crisis, zwaar ongeval, (milieu-)incident of uitbraak van infectieziekten kan gezondheidsonderzoek worden ingezet. Het doel daarvan is om inzicht te krijgen of de ramp gezondheidsgevolgen heeft en of getroffenen behoefte hebben aan medische zorg of praktische ondersteuning. De GGD geeft advies over gezondheidsonderzoek na rampen (GOR) en het bevoegd gezag bepaalt uiteindelijk of het wordt uitgevoerd. Bij de uitvoering van GOR heeft de GGD een coördinerende taak. Om de besluitvorming voor te bereiden en GOR uit te voeren is een Handreiking Gezondheidsonderzoek na Rampen opgesteld. Het RIVM heeft de handreiking uit 2006 herzien op basis van nieuwe wet- en regelgeving, en van nieuwe inzichten door kennis en ervaring. De handreiking ondersteunt GGD'en bij beslissingen of er al dan niet een gezondheidsonderzoek moet worden ingesteld. Hiertoe staan in de handreiking verschillende doelen en typen van gezondheidsonderzoek beschreven. Afhankelijk van de mate en omvang van de ramp kan GOR een zorginhoudelijk, beleidsmatig, maatschappelijk of wetenschappelijk doel hebben. Voorbeelden van typen onderzoeken zijn: individueel medisch onderzoek, onderzoek met behulp van vragenlijsten of onderzoek aan de hand van registraties van bijvoorbeeld huisartsen. Als tot GOR wordt besloten, geeft de handreiking adviezen over de manier waarop zo'n onderzoek het beste kan worden uitgevoerd.

Abstract

Health outcome assessment can be performed in response to a disaster, crisis, major accident, (environmental) incident or infectious disease outbreak. The main goal of health outcome assessment is to gain insight into the health effects of the disaster on the affected population, as well as their requirements concerning specific health care or practical assistance. The Municipal Public Health Service (GGD) is tasked with advising the competent authority on the need for a health outcome assessment after a disaster. If the competent authority decides that a health outcome assessment should be carried out, the GGD will be in charge of coordinating this study. The RIVM has updated the 2006 guidance on health outcome assessment on the basis of new laws and regulations as well as new insights drawn from the recent experiences and research. This report provides GGDs with guidance on the decision-making process concerning health outcome assessment and it describes different types of studies and their objectives. Depending on the type, size and impact of the disaster, the health outcome assessment can be driven by health care, management, societal or scientific objectives. Some examples of different types of studies are: individual medical investigations, questionnaire-based surveys or studies based on patient registries of General Practitioners. Once the decision is made to carry out a health outcome assessment, this report can provide guidance on how best to conduct the study.
