Samenvatting

Piloten en cabinepersoneel in vliegtuigen kunnen gezondheidsklachten hebben, zoals duizeligheid, misselijkheid, desoriƫntatie en trillende ledematen. De vraag is of dat komt omdat zij via de cabinelucht blootgesteld worden aan chemische stoffen. De afgelopen jaren zijn hier verschillende onderzoeken naar gedaan. De oorzaak van de klachten is nog niet duidelijk.

In 2015 heeft het ministerie van Infrastructuur en Waterstaat (IenW Infrastructuur en Waterstaat (Infrastructuur en Waterstaat)) de Nationale Adviesgroep Cabinelucht (NAC) opgericht. Aanleiding waren de internationale discussies over de oorzaak van de klachten. De adviesgroep adviseert de minister van IenW over het onderwerp. Ook informeert de NAC alle betrokken partijen over internationale onderzoeken naar de kwaliteit van cabinelucht in vliegtuigen.

De NAC rapporteert elk jaar de voortgang en resultaten van bijeenkomsten en onderzoeken. Zo is in november 2022 een Europees technisch rapport over luchtkwaliteit in de cabine van burgervliegtuigen uitgekomen. Ook is een Europees onderzoek begonnen naar de mogelijke schadelijke effecten van met motorolie vervuilde cabinelucht tijdens een zogenoemd fume event. Op zulke momenten komen gassen, dampen en/of rook vrij. Het is niet duidelijk hoe vaak dat voorkomt omdat deze gassen niet altijd te zien zijn.

Sinds 2022 maakt de NAC ook adviesnotities voor de minister. In een daarvan worden concrete adviezen gegeven om cabine-, cockpit- en technisch personeel te trainen om vreemde geuren te kunnen herkennen en waar ze dat kunnen melden. Een andere adviesnotitie beschrijft hoe onderhoudspersoneel deze geuren kan opmerken tijdens het algehele onderhoud van vliegtuigen, dus ook buiten de cockpit. Geadviseerd wordt om verder te onderzoeken of sensoren en meetinstrumenten kunnen worden gebruikt om vreemde geuren op te sporen. Beide notities worden naar verwachting in 2023 aan de minister aangeboden.

In de NAC zitten vertegenwoordigers van werkgevers: KLM Koninklijke Luchtvaart Maatschappij (Koninklijke Luchtvaart Maatschappij) en Corendon, werknemersvertegenwoordigers: VNV, NVLT, VNC en FNV Dutch Organisation of Trade Unions (Dutch Organisation of Trade Unions) Cabine en onderzoeksinstituten: het RIVM, TNO en NLR Nationaal Lucht- en Ruimtevaartlaboratorium (Nationaal Lucht- en Ruimtevaartlaboratorium). Vertegenwoordigers vanuit de ministeries van IenW en Sociale Zaken en Werkgelegenheid (SZW Sociale zaken en werkgelegenheid (Sociale zaken en werkgelegenheid)) zijn waarnemend lid. Het RIVM voert sinds 2020 het secretariaat.

Abstract

Pilots and personnel on airplanes may have health complaints such as dizziness, nausea and disorientation. It is still unclear whether this is caused by exposure to chemicals in the cabin air. Several studies have been conducted on this in recent years, but the cause of the health problems is still unclear.

In response to international discussions on cabin air quality, the Ministry of Transport, Public Works and Water Management (IenW) set up the National Advisory Group (NAC) in 2015. The advisory group advices the minister of IenW on the subject. The NAC also informs stakeholders on the progress of European research projects on cabin air quality in airplanes.

The NAC reports the progress and results of meetings and investigations every year. For example, a European technical report on cabin air quality on civil aircraft was published in November 2022. A new European study has also started focusing on the possible harmful effects of cabin/cockpit air contamination caused by oil-related fume events. During a fume event, gases, vapors and/or smoke are released. It is not clear how often this occurs as the gases are not always visible.

Since 2022, the NAC has been making advisory notes for the minister. In one of these, the NAC advises to train cabin, cockpit and technical personnel to recognize strange odors and where to report this. Another advisory note describes how maintenance personnel can notice these odors during the overall maintenance of aircraft, including outside the cockpit. It is advised to further investigate whether sensors and measuring instruments can be used to detect strange odors. Both documents are expected to be presented to the minister in 2023.

The NAC includes representatives from airlines, employee representatives VNV, NVLT, VNC and FNV Cabin and research institutes, including the National Institute for Public Health and the Environment (RIVM, Rijksinstituut voor Volksgezondheid en Millieu), the Netherlands Organisation for Applied Scientific Research (TNO, Nederlandse Organisatie voor toegepast-natuurwetenschappelijk onderzoek) and the Netherlands Aerospace Centre (NLR, Nederlands Lucht- en Ruimtevaartcentrum). Representatives from the Ministries of IenW and Social Affairs and Employment (SZW) are observers. RIVM has been in charge of the secretariat since 2020.
