Samenvatting

Een van de regelingen die moeten bijdragen aan een structurele oplossing van de stikstofproblematiek is de Landelijke Beëindigingsregeling Veehouderijlocaties (Lbv). Het ministerie van Landbouw, Natuur en Voedselkwaliteit (LNV) wil hiermee de uitstoot van stikstof door landbouwbedrijven verminderen, en daarmee de neerslag van stikstof op stikstofgevoelige Natura 2000-gebieden. Landbouwbedrijven (melkvee-, varkens- en pluimveehouders) kunnen zich vrijwillig aanmelden om met subsidie hun bedrijf te beëindigen. LNV werkt nog uit welke bedrijven voor de regeling in aanmerking komen. Het is hierbij van belang in welke volgorde de aanmeldingen worden geselecteerd. Hiervoor wil het ministerie weten wat het effect van verschillende opties om bedrijven te selecteren is op de uitstoot en neerslag van stikstof in Nederland. Het RIVM heeft het effect van vier opties uitgerekend. Ook is gekeken wat de kosten per gereduceerde hoeveelheid neerslag voor de verschillende opties zijn. LNV wil bovendien een ‘drempelwaarde’ instellen voor de grootte en het type landbouwbedrijf dat zich kan aanmelden. Hiervoor heeft het RIVM enkele drempelwaarden doorgerekend. De eerste optie kijkt naar de totale uitstoot van stikstof van een bedrijf. Het idee is dat de totale uitstoot in Nederland kan afnemen door bedrijven die veel stikstof uitstoten te sluiten. Bij de tweede optie wordt niet naar de uitstoot gekeken, maar naar de hoeveelheid stikstof die op de bodem neerslaat. De derde optie kijkt naast de uitstoot en neerslag naar het effect van een lagere neerslag op het aantal overschrijdingen van de zogeheten kritische depositiewaarde (KDW) in een natuurgebied. Deze waarden geven aan hoeveel stikstof er maximaal in een natuurgebied mag neerslaan zonder de natuur te schaden. Ten slotte is gekeken op welke plekken in Nederland er grote behoefte is aan bouwprojecten die stikstof uitstoten, zoals de aanleg van woningen en wegen. Vanuit die gedachte wordt gekeken in hoeverre de beëindiging van bedrijven dat mogelijk kan maken. De resultaten van de opties zijn niet alleen in absolute zin met elkaar vergeleken, maar ook ruimtelijk. Voor de tweede optie wordt in alle opzichten de grootste reductie in de neerslag van stikstof bereikt, en dan met name regionaal. Dit hoeven echter niet de regio’s te zijn waarbij met die reductie de overbelasting van de KDW in belangrijke mate wordt teruggebracht. Daar zit dan ook met name het verschil met de derde optie. Daar wordt namelijk een beperktere extra depositiereductie gerealiseerd, maar dat wel in Natura2000-gebieden waarin de overbelaste situatie sneller oplosbaar is. Voor de vierde optie is er landelijk weliswaar een lagere reductie dan bij de tweede optie, maar wordt de depositiereductie dan wel gerealiseerd op locaties waar behoefte is aan stikstofruimte ten behoeve van economische ontwikkeling.

Abstract

One of the regulations that are supposed to contribute to a structural solution for the nitrogen problem is the Lbv. With this regulation the Ministry of Agriculture, Nature and Food Quality (LNV) aims at reducing the emission of nitrogen by farms and thus reduce the precipitation of nitrogen on nitrogen-sensitive Natura 2000 areas. Owners of dairy, pig and poultry farms can apply voluntarily to terminate their activities with the aid of subsidies.

LNV is still working out which farms will be eligible for the scheme. The order in which the farms that have applied for termination are selected is important and the ministry is therefore keen to know the effects of various options for selecting farms on the emission and precipitation of nitrogen in the Netherlands. RIVM has calculated the effects of four options. The costs per reduced amount of precipitation of the options has also been looked at. LNV wishes, moreover, to set a ‘threshold value’ for the size and type of farm that may apply for this scheme. To this end, RIVM has calculated various threshold values.

The first option looks at the total emission of nitrogen by a farm. The idea is that the total emission of nitrogen in the Netherlands can be reduced by closing farms that emit large quantities of nitrogen. The second option looks at the quantity of nitrogen that precipitates on the soil rather than that emitted.

The third option looks not only at the emission and precipitation of nitrogen but also at the effect of a lower precipitation on the number of exceedances of what is known as the critical deposition value (CDV) in a nature reserve. These values indicate the maximum quantity of nitrogen that may precipitate in a nature reserve without harming the flora and fauna. Finally, the fourth option looks at the places in the Netherlands where there is a great need for construction projects, such as the building of houses and roads, that emit nitrogen. On this basis, the extent to which the termination of farming activities would enable this is then examined.

The results of the options are compared both in an absolute and a spatial way. For the second option the largest reduction in nitrogen precipitation is achieved, mainly regional. However, it does not necessarily mean that these are the regions where the exceedance of the CDV is reduced in a meaningful way by means of the precipitation reduction. This then also provides the difference with the third option. Although the third option realizes a smaller additional precipitation reduction, it occurs in Natura 2000 areas where the exceeded situation can be solved more quickly.

On a national scale the fourth option results in a lower precipitation reduction compared to the second option, but this reduction is realized on locations where there is demand for nitrogen in the context of economic growth.
