Samenvatting

De gezondheidszorg in Nederland kost veel geld. Het levert veel op, vooral gezondheid en welvaart. De kosten voor de zorg zullen in de toekomst stijgen. Dat vraag om keuzes, want ook andere onderdelen van onze welvaart kosten geld. Door niet alleen naar de zorguitgaven te kijken, kunnen beleidsmakers en politici beter afwegen hoeveel de zorg mag kosten. Het is daarom belangrijk te weten wat de maatschappelijke baten van de gezondheidszorg zijn en of zij de kosten waard zijn. Het RIVM heeft dat op verzoek van de Wetenschappelijk Raad voor de Regering (WRR) op een rij gezet. Het totale effect van de gezondheidszorg is niet zo gemakkelijk in cijfers uit te drukken. Dat komt omdat de gezondheidszorg verschillende soorten zorg omvat. Een nieuwe kankertherapie is iets heel anders dan de zorg voor demente bejaarden, maar ze zijn allebei belangrijk. Ook zijn er andere manieren om de gezondheid te verbeteren, vooral op het gebied van preventie en een gezondere leefomgeving. Deze keuzes moeten tegen elkaar worden afgewogen. Er is een wisselwerking tussen gezondheid en welvaart. Een gezonde bevolking is productiever en draagt zo bij aan economische groei. Omgekeerd betekent meer welvaart dat meer mensen en geld kunnen worden ingezet om de gezondheid te verbeteren. We merken nu hoe een pandemie, waarin een infectieziekte zich over de hele wereld verspreidt, het economisch leven tot stilstand brengt en samenlevingen ontwricht. Maar ook onder gewone omstandigheden zijn gezondheid en welvaart nauw verbonden. Voor een bloeiende economie zijn investeringen in technologie minstens even belangrijk als investeringen in de gezondheidszorg. Dat vraagt net zo goed om afwegingen. Dit onderzoek is uitgevoerd voordat Nederland getroffen werd door de Corona-pandemie. Alle mogelijke gevolgen daarvan voor de gezondheid en de maatschappelijke baten van de zorg zijn daarom slechts summier meegenomen.

Abstract

Healthcare in the Netherlands costs a great deal of money. It provides a great deal of benefits, particularly in terms of health and prosperity. The costs of healthcare will increase in the future. This will require us to make choices, as other components of our prosperity also need to be funded. By focusing on more than just healthcare expenditures alone, policymakers and politicians can make a better assessment of how much healthcare should be allowed to cost. That is why it's important to know what the social benefits provided by healthcare actually are and whether these benefits justify the costs. At the request of the Scientific Council for Government Policy (WRR), RIVM has taken stock of the above benefits.

However, the total effect of healthcare cannot be easily expressed in numbers. This is because healthcare includes various types of care. A new therapy for cancer, for example, is something very different from the care provided to seniors suffering from dementia, but both aspects of care are important. There are also other options available for improving public health, particularly in the areas of prevention and a healthier living environment. These different choices must be weighed up against each other.

Health and prosperity are interrelated. A healthy population is more productive and therefore contributes more to economic growth. Vice versa, greater prosperity means that more people and money can be deployed to improve public health. We are now witnessing how a pandemic, in which an infectious disease is spreading throughout the world, is bringing economic activity to a halt and disrupting society. But health and prosperity are also closely linked to each other under normal conditions as well. Investments in technology are at least as important as investments in the healthcare sector when it comes to a flourishing economy. This also demands striking an appropriate balance between various sectors and interests.

This study was conducted before the Netherlands was hit by the Corona pandemic. Possible consequences for health effects and the social benefits of care are therefore discussed only briefly.
