Samenvatting

In het Nationaal Samenwerkingsprogramma Luchtkwaliteit (NSL) werken de overheden samen om de luchtkwaliteit te verbeteren. Hierover wordt jaarlijks gerapporteerd. Uit de monitoringsrapportage 2020 blijkt dat de luchtkwaliteit iets verder is verbeterd. In vrijwel heel Nederland liggen de concentraties stikstofdioxide en fijnstof in 2019 onder de Europese grenswaarden. Ook onder deze grenswaarden is luchtverontreiniging nog schadelijk. Daarom is er beleid om de luchtkwaliteit te verbeteren. Uit de rapportage blijkt ook dat in een enkele straat in de binnenstad van Amsterdam en Arnhem de grenswaarde voor stikstofdioxide nog wordt overschreden. Er waren minder overschrijdingen dan in 2018. De gemiddelde concentratie fijnstof in Nederland is in 2019 gedaald ten opzichte van 2018. In het grootste deel van het land zijn de grenswaarden voor wegverkeer niet overschreden. Op enkele locaties in gebieden met intensieve veehouderijen worden de grenswaarden van fijnstof ook nog overschreden. Dit zijn er wel minder dan in 2018, hoewel er meer veehouderijen in de berekeningen zijn meegeteld. De daling komt vooral doordat de gemeenten de gegevens over de veehouderij hebben verbeterd. De komende jaren zet deze daling naar verwachting door, zowel voor stikstofdioxide als voor fijnstof. Naar verwachting wordt de bevolking gemiddeld minder blootgesteld aan deze stoffen. Het is moeilijk aan te geven in welk tempo dat zal gaan. Minder uitstoot door verkeer en veehouderijen helpen daarbij. Effecten van de coronamaatregelen zullen er ook zijn, maar daar is nog nu geen zicht op. De kwaliteit van gegevens die overheden over wegverkeer en veehouderijen aanleveren, verbetert de laatste jaren sterk. Aandacht van alle overheden voor de kwaliteit van de data blijft nodig om een betrouwbaar beeld te kunnen geven van de luchtkwaliteit. Schone lucht is belangrijk voor de volksgezondheid. Daarvoor zijn lagere concentraties luchtvervuilende stoffen nodig dan de Europese grenswaarden stellen. Om dat te bereiken heeft de overheid in 2020 het Schone Lucht Akkoord (SLA) opgesteld. Hierin spreken de rijksoverheid, provincies en gemeenten met elkaar af de luchtkwaliteit in Nederland tot 2030 verder te verbeteren.

Abstract

The National Air Quality Cooperation Programme (NSL) is an initiative in which various authorities combine forces to improve the air quality in the Netherlands. A report on the air quality improvements is published annually. According to the monitoring report 2020, the air quality has improved slightly. In 2019, the concentrations of nitrogen dioxide and fine particles were below the European limit values almost throughout the Netherlands. Air pollution is still harmful, even below these limit values, which is why there is a policy to improve the air quality.

The report also indicates that limit values are still exceeded in a few streets in the inner cities of Amsterdam and Arnhem but there were fewer exceedances than in 2018.

The average concentration of fine particles in the Netherlands was lower in 2019 than in 2018. The limit values for road traffic were not exceeded in most of the country.

The limit values for fine particles were still exceeded at a few locations in areas with intensive livestock farming. There were, however, fewer of these exceedances than in 2018, even though more livestock farms had been included in the calculations. This decrease is primarily due to municipalities having improved the data on livestock farming.

The decrease, in concentration of both nitrogen dioxide and fine particles, is expected to continue in the coming years. The population is expected to be less exposed to these substances on average. However, the pace of the decrease is difficult to predict. Lower emissions of these substances by traffic and livestock will contribute to this. The coronavirus measures taken will also affect the situation but no figures are available yet.

The quality of data on road traffic and livestock farming that authorities submit has improved considerably in recent years. It is important that they continue to focus on this quality if we are to build up a reliable picture of the air quality in the Netherlands.

Clear air is essential for public health. This requires lower concentrations of air pollutants than the European limit values set. To achieve this, in 2020, the government drew up the Clean Air Agreement (SLA). In the SLA, the central government, provinces and municipalities agree with one another to further improve the air quality in the Netherlands up until 2030.
