Monitoring compliance with the Dutch Plastic Pact : the Baseline Measurement (2017-2018)

Samenvatting

In februari 2019 is in Nederland het Plastic Pact gestart. Dit is een eerste stap om plastic producten en verpakkingen die één keer worden gebruikt duurzamer te maken en te gebruiken. Het Pact is ondertekend door 96 partijen, waaronder producenten, winkeliers, en het Ministerie van Infrastructuur en Waterstaat (IenW). Het RIVM heeft gegevens van de deelnemende partijen verzameld over het gebruik van plastic in 2017 en 2018. Deze nulmeting gaat over de vier doelen van het Pact: in 2025 zijn plastic producten en verpakkingen 100 procent te recyclen, gebruiken we 20 procent minder plastic onder andere door het meer te hergebruiken, wordt minimaal 70 procent van de eenmalig gebruikte producten en verpakkingen gerecycled, en bestaan deze producten voor minimaal 35 procent uit gerecycled plastic. Van de 67 partijen die data voor de indicatoren kónden leveren, heeft 40 procent dat nu gedaan. Dat had soms praktische redenen. Nog niet alle bedrijven konden bijvoorbeeld gegevens leveren over 2017 en 2018, maar sommige investeren om dit volgend jaar wel te kunnen. De meeste data die zijn ontvangen gaan over de mogelijkheid om te recyclen en gerecyclede plastics te gebruiken. Over recycling en sortering is nauwelijks informatie ontvangen. Ook is weinig informatie gekregen over de hoeveelheid schadelijke stoffen in plastic, zoals Zeer Zorgwekkende Stoffen (ZZS). Er is een goede start gemaakt met de monitoring, maar het is belangrijk dat meer partijen de komende jaren meer data gaan leveren. De nulmeting komt voort uit de opdracht van het ministerie van Infrastructuur en Waterstaat (IenW) aan het RIVM om, als lid van de voortgangscommissie, elk jaar te volgen hoe Pact wordt uitgevoerd. In samenwerking met de aangesloten partijen en experts heeft het RIVM indicatoren opgesteld, bijvoorbeeld hoeveel plastic een partij op de markt brengt en hoeveel daarvan te recyclen is. Daarnaast krijgt het RIVM de data van de aangesloten partijen en verzamelt het de gegevens voor de indicatoren. In samenwerking met de partijen en experts zal het RIVM de monitoring volgend jaar waar nodig aanscherpen.

Abstract

The Plastic Pact was launched in the Netherlands in February 2019. This is the first step in making single-use plastic products and packaging more sustainable and more suitable for reuse. The pact was signed by 96 parties, including manufacturers, retailers and the Ministry of Infrastructure and Water Management (IenW).

RIVM has received data on the use of plastic in 2017 and 2018 from the participating parties. This baseline measurement concerns the four objectives of the pact: in 2025, plastic products and packaging will be 100 percent recyclable; we will use 20 percent less plastic through, among other things, greater reuse; at least 70 percent of single-use products and packaging will be recycled; and these products will comprise at least 35 percent recycled plastic.

Of the 67 parties that were able to deliver data for the monitor's indicators, as yet 40 percent have done so. Some had practical reasons for this. For example, not all companies in question were able to deliver data for 2017 and 2018; several are, however, making investments that will enable them to do so next year. Most of the data received is about the possibilities for recycling and the use of recycled plastic. Very little information regarding the reuse and sorting of plastic has been sent in. Similarly, little information has been received about the quantities of hazardous substances, such as Substances of Very High Concern (SVHC), in plastic. The monitoring has got off to a good start, but it is important that more parties deliver data in the coming years.

The ministry has commissioned RIVM, as a member of the progress committee, to monitor annually how the Pact is executed. The baseline measurement is a result of this project. In collaboration with the signatories to the pact as well as experts, RIVM has drawn up indicators, such as how much plastic a company puts on the market and how much of it can be recycled. RIVM has, furthermore, been entrusted with the task of requesting and collecting data from these parties. Next year, in collaboration with the aforementioned parties and experts, RIVM will enhance and expand its monitoring.
