Technical and content-related limitations of SAFETI-NL 6.54
Samenvatting
Met het rekenprogramma SAFETI-NL kunnen de externe veiligheidsrisico's van bedrijven en transportleidingen met gevaarlijke stoffen worden berekend. De uitkomsten van de risicoberekeningen worden gebruikt voor vergunningverlening en ruimtelijke ordening. Het rekenprogramma is ontwikkeld door het adviesbureau DNVGL. De huidige versie, 6.54, is zowel technisch als inhoudelijk verouderd. De berekende veiligheidsrisico's passen daardoor niet meer bij de actuele inzichten. In de nieuwe versie van SAFETI-NL, versie 8.1, zijn deze tekortkomingen weggenomen. Als beheerder van het rekenprogramma wil het RIVM daarom overgaan op de nieuwe versie. Inhoudelijk zijn er meer dan 40 modelverbeteringen gerealiseerd. In sommige gevallen zijn oude modellen geheel vervangen door nieuwe. In andere gevallen zijn waarden geactualiseerd naar de huidige inzichten. Technisch gezien is de belangrijkste tekortkoming dat versie 6.54 niet wordt ondersteund voor Windows 8 en Windows 10. Daardoor ervaren gebruikers steeds vaker installatieproblemen. Ook werkt het programma mogelijk niet meer met toekomstige versies van Windows. Andere tekortkomingen zijn de verouderde look and feel van het programma en dat actuele ICT-mogelijkheden die de rekencapaciteit ten goede komen, niet beschikbaar zijn. Als SAFETI-NL 8.1 in gebruik genomen wordt, dan leidt dat tot andere uitkomsten van risicoberekeningen. De aard en omvang van de verschillen in uitkomsten en de ruimtelijke consequenties ervan zijn in een afzonderlijk rapport beschreven.
Abstract
The software program SAFETI-NL can be used to calculate the external safety risks of companies and transport pipelines using hazardous substances. The outcomes of the risk calculations are used for permit issuing and spatial planning purposes. The software program was developed by the DNVGL consultancy firm. The current version, 6.54, is outdated both technically and in terms of content. As a result, the calculated safety risks no longer match current insights. In the new version of SAFETI-NL, version 8.1, these shortcomings have been solved. Therefore, RIVM, as administrator of the program, wants to switch to the new version.
More than 40 model improvements have been realised in terms of content. In some cases, old models have been completely replaced by new ones. In other cases, values have been updated in accordance with current insights.
Technically, the most important shortcoming is that version 6.54 is not supported for Windows 8 and Windows 10. As a result, users are experiencing increasingly more installation problems. The program could also have compatibility issues with future versions of Windows. Other shortcomings are the outdated look and feel of the program and the unavailability of current ICT capabilities that benefit computing capacity.
When SAFETI-NL 8.1 is implemented, it will lead to different outcomes of risk calculations. The nature and extent of the differences in outcomes and their spatial consequences are described in a separate report.
