Final monitoring report for the Regional Deal for Vital Neighbourhoods. Monitoring of four integrated neighbourhood approaches in the province of Utrecht, 2021-2025
Abstract
In 2020, agreements were made to improve four neighbourhoods (Overvecht in Utrecht, Batau in Nieuwegein, Vollenhove in Zeist and Soesterkwartier in Amersfoort). The objective of this 'Regional Deal for Vital Neighbourhoods' was to achieve liveable, safe, green and healthy neighbourhoods that offer equal opportunities to all residents, for example by renewing the environment, by enhancing the cooperation between professionals in the neighbourhood and by organising social activities.
RIVM and the Municipal Public Health Service for the Utrecht region monitored the four neighbourhood initiatives from 2021 until 2025. This involved combining figures from various sources with experiences of residents and professionals. This information makes it possible to learn what does or does not work and, where relevant, adjust the neighbourhood initiative. The insights are also useful for other current and future neighbourhood initiatives.
For certain issues, such as safety and nuisance, health and difficulty making ends meet, the monitoring report did not (yet) show progress. In several other areas there have been positive developments. For example, residents have a positive opinion on the changes made to the physical environment, such as the redesign of a shopping center, focus on greening and the renovation of houses.
In addition, residents have met neighbours through social activities, resulting in a more positive feeling about living in their neighbourhood. Most residents believe that the number of activities organised is sufficient, and an increasing number of residents actually participate. A point of attention is to get residents that are more difficult to reach to take part in these activities.
Neighbourhood professionals have increased their cooperation, resulting in them getting to know each other and the residents better. It has also given them better insight into residents' living conditions. The visible presence of professionals in the neighbourhood and a willingness on their part to reach out to residents has proven to be key to meaningful connections.
