Abstract
Every four years, the National Institute for Public Health and the Environment (RIVM) analyses healthcare expenditure in the Netherlands across different diseases, age groups and sex. This is known as the Dutch Cost of Illness (COI) study. RIVM has now described the methodology used to conduct the COI study to ensure that all relevant information is easy to find in one place. The methodology uses healthcare utilisation data from various registries and administrative records.
The COI study improves healthcare expenditure transparency and provides insight into expenditure by disease and age group, as well as input for such things as cost-benefit analyses. This supports evidence-based and financially sustainable future health policy development. RIVM carries out the study together with Statistics Netherlands (CBS), on behalf of the Ministry of Health, Welfare and Sport.
The COI study only considers the direct medical costs and does not include expenditure on informal care, productivity losses and welfare costs. Nor does the study examine cost-effectiveness, the impact of interventions or policy efficiency.
The study's alignment with the Organisation for Economic Co-operation and Development's (OECD) System of Health Accounts (SHA 2011) ensures that COI study data are comparable at international level.
