Samenvatting
Het RIVM laat elk jaar de concentraties van luchtvervuilende stoffen in Nederland zien in de vorm van kaarten. Dit gebeurt voor verschillende stoffen in de lucht, waaronder stikstofdioxide en fijnstof. Het gaat hierbij om de gemiddelde concentraties in het afgelopen jaar; in dit geval in 2025. Het RIVM gebruikt zowel modelberekeningen als metingen om deze zogeheten Grootschalige Concentratiekaarten Nederland (GCN) te maken. Zo komen de concentraties het best overeen met de werkelijke situatie.
De concentraties van stikstofdioxide en fijnstof waren in 2025 hoger dan in 2024. Er zijn minder van deze stoffen uitgestoten, bijvoorbeeld door verkeer en industrie, maar door het weer zaten er toch meer stikstofdioxiden en fijnstof in de lucht. Dat kwam onder andere doordat er minder wind en minder neerslag was. Ook was de gemiddelde temperatuur in 2025 wat lager dan in 2024, waardoor de concentraties in 2025 hoger waren dan het jaar ervoor. In het verleden schommelden concentraties vaker door de weersomstandigheden. Mensen kunnen door vervuilende stoffen in de lucht gezondheidsklachten hebben, bijvoorbeeld aan de luchtwegen.
De gemiddelde concentraties stikstofdioxide in de lucht waren in 2025 ongeveer 9 procent hoger dan in 2024. De gemiddelde concentraties fijnstof met deeltjesgrootte (fijnstof) waren ongeveer 11 procent hoger. Voor fijnstof met deeltjesgrootte (fijnstof) was de stijging ongeveer 10 procent.
Verschillende overheden (Nederland, provincies, gemeenten) gebruiken de (Grootschalige Concentratiekaarten Nederland)-kaarten om de ontwikkeling van de luchtkwaliteit in Nederland te volgen en beleid te maken voor een betere luchtkwaliteit. De kaarten worden ook gebruikt om te rapporteren over Europese doelen voor de luchtkwaliteit.
Het RIVM berekent elke twee jaar de verwachte concentraties voor de toekomst. Volgens de berekeningen uit 2025 daalt de concentraties fijnstof en stikstofdioxide naar verwachting in 2030. In 2027 maakt het RIVM weer nieuwe kaarten van de toekomst.
Abstract
Each year, RIVM creates maps to illustrate the concentrations of air pollutants in the Netherlands. It does this for several airborne substances, including nitrogen dioxide and fine particles. The maps show the average concentrations over the past year, in this case 2025. RIVM uses both calculation models and measurements to create these large-scale concentration (GCN) maps for the Netherlands. This ensures that the concentrations shown are as close as possible to the actual situation.
In 2025, the concentrations of nitrogen dioxide and fine particles were higher than in 2024. Although emissions of these substances - for example from traffic and industry - decreased, the weather conditions caused higher concentrations of nitrogen dioxide and fine particles in the air. This was partly due to the fact that there was less wind and less precipitation. 2025 was also slightly cooler than 2024. This caused the concentration to increase in 2025. In the past, concentrations have often fluctuated due to the prevailing weather conditions. Airborne substances can lead to increased health issues, for example respiratory problems.
The average concentrations of nitrogen dioxide in the air were roughly 9 per cent higher in 2025 than in 2024. The average concentrations of PM10 fine particles were roughly 11 per cent higher, while the increase in PM2.5 fine particles was roughly 10 per cent.
National government, the provinces and various municipalities use the GCN maps to track the development of air quality in the Netherlands and to draw up policy aimed at improving the air quality. The maps are also used to report on European air-quality objectives.
RIVM also calculates projected concentrations for future years every other year. Based on the 2025 calculations, the concentrations of fine particles and nitrogen dioxide are projected to decrease by 2030. In 2027, RIVM will produce a new set of future maps.
