Samenvatting
In Nederland leven ongeveer 2 miljoen mensen met een verstandelijke, lichamelijke en/of zintuigelijke beperking. Zij ervaren op verschillende momenten in hun leven hindernissen om mee te kunnen doen in de samenleving. Bijvoorbeeld omdat ze niet zelfstandig kunnen reizen met het openbaar vervoer. Of omdat zij niet met een rolstoel of hulphond een restaurant, winkel of bibliotheek in kunnen komen.
Ook zijn sommige websites of apps niet genoeg toegankelijk voor mensen die een verminderd zicht hebben of blind zijn. Het kan ook zijn dat ouders van kinderen met een beperking minder kunnen werken door de zorg voor hen. Ze verdienen daardoor minder terwijl de kosten voor de hulpmiddelen en zorg hoog zijn.
De overheid heeft in 2023 beleid gemaakt om de samenleving zo aan te passen dat mensen met een beperking beter kunnen meedoen. Dit heet de Nationale Strategie voor de implementatie van het VN (Verenigde Naties)-verdrag Handicap. Het RIVM gaat vanaf 2026 in beeld brengen hoe de samenleving voor de verschillende groepen mensen met een beperking is georganiseerd. Ook wordt gekeken of daar de komende jaren wat in verandert en of de betrokkenen beter kunnen meedoen of niet. Voor deze monitor zijn nu keuzes gemaakt welke onderwerpen belangrijk zijn om te meten (indicatoren).
Het RIVM koos samen met mensen met een beperking en organisaties die hen vertegenwoordigen voor 106 indicatoren. Niet voor al deze onderwerpen zijn data beschikbaar. Daarom start de dataverzameling met 70 onderwerpen waarover al data zijn. De komende jaren onderzoekt het RIVM welke nieuwe informatie nodig is en zal de overheid daarover informeren.
De monitor verzamelt informatie over deze onderwerpen uit bestaande databronnen (indicatoren). Ook worden mensen met een beperking en hun naasten geïnterviewd over hun ervaringen. Deze informatie helpt om nog beter te begrijpen wat wel en wat er niet goed gaat in de samenleving. Alle resultaten van de monitor worden besproken met mensen met een beperking en organisaties die hen vertegenwoordigen.
Abstract
Almost 2 million people in the Netherlands have a mental, physical and/or sensory disability. At different moments in their lives, they experience barriers to participate in society, for example because they are unable to use public transport independently. Or they might not be able to enter a restaurant, shop or library with their wheelchair or service dog.
Some websites or apps are not accessible enough for people who have impaired vision or are blind. Some parents may be forced to work less because they have to take care of a child with a disability. As a result, they earn less even though the costs of aids and care are considerable.
In 2023, the government introduced a policy to adapt society to make it easier for people with disabilities to participate. This policy is called the National Strategy for the implementation of the UN Convention on the Rights of Persons with Disabilities. From 2026, RIVM will map how society is organised for the different groups of people with disabilities. It will also look at whether anything changes in this regard in the coming years and whether those concerned are able to participate more easily. For this monitor, choices have now been made regarding which topics are important to measure (indicators).
Together with people with disabilities and organisations representing them, RIVM selected 106 topics. Data are not available for all of these topics, so data collection will start for the 70 topics for which data are already available. Over the coming years, RIVM will investigate what new information is necessary and will inform the government of this.
The monitor will collect information on these indicators from existing data sources. Also, people with disabilities and their relatives will be interviewed about their experiences. This information will lead to a better understanding of what is going well and what is not in society. All results of the monitor will be discussed with people with disabilities and organisations representing them.
