Samenvatting
Deze Informative Inventory Report rapportage (IIR) beschrijft de uitstoot van luchtverontreinigende stoffen over de periode 1990-2024. Het rapport geeft ook weer in hoeverre Nederland aan de Europese verplichtingen heeft voldaan om de uitstoot te laten dalen ten opzichte van 2005, het zogeheten basisjaar. Uit deze inventarisatie blijkt dat in 2024, net als in 2020, 2021, 2022 en 2023, alle doelen van de (Europese Unie) (national emission ceiling) Directive om de uitstoot te laten dalen, zijn gehaald.
In 2024 is 112,6 kiloton ammoniak uitgestoten, 4,6 kiloton minder dan in 2023. Daarmee is de uitstoot 27 procent lager dan in het basisjaar (het NEC-doel is 13 procent minder ammoniak). De afname in 2024 komt vooral doordat er in de landbouw minder dieren zijn gehouden en er minder kunstmest met ureum is gebruikt.
De uitstoot van fijnstof PM2.5 is verder gedaald tot 13,9 kiloton in 2024, 51 procent minder dan in het basisjaar (het NEC-doel is 37 procent minder). De uitstoot van stikstofoxiden is in 2024 ten opzichte van 2023 met 4,9 kiloton afgenomen en is 62 procent lager dan in het basisjaar (het NEC doel is 45 procent minder). De uitstoot daalde in 2024 doordat er steeds meer moderne auto’s zijn, die minder stikstofoxiden uitstoten. Ook is er minder elektriciteit opgewekt met steenkool.
De uitstoot van zwaveloxiden is in 2024 1,6 kiloton lager dan in 2023. Dat komt vooral doordat raffinaderijen minder zwaveldioxide uit hebben gestoten. Ten opzichte van het basisjaar is de uitstoot van zwaveldioxide 77 procent lager (het NEC-doel is 28 procent minder). De uitstoot van vluchtige organische stoffen is in 2024 3,1 kiloton lager dan in 2023. Dat komt vooral doordat minder schoonmaakmiddelen, handdesinfectiemiddelen en cosmetica zijn gebruikt. Ten opzichte van het basisjaar is de totale uitstoot 26 procent lager (het NEC-doel is 8 procent minder).
De Nederlandse overheid gebruikt de analyses in haar nationale beleid en om internationaal over de ontwikkeling van de uitstoot te rapporteren. Het RIVM stelt dit rapport elk jaar op voor het ministerie van Infrastructuur en Waterstaat (IenW). Hiermee voldoet Nederland aan de nationale rapportageverplichtingen voor 2026 van de Convention on Long-Range Transboundary Air Pollution (CLRTAP) en de Nationale Emissieplafondrichtlijn (National Emission Ceilings Directive, NECD).x
Abstract
This Informative Inventory Report (IIR) describes the emission of air pollutants in 2024 compared to 2023. The report also indicates the extent to which the Netherlands has met the European obligations to reduce emissions compared to 2005, the baseline year. It shows that all targets (as laid down in the EU NEC Directive) were met in 2024, as they were in 2020, 2021, 2022 and 2023.
In 2024, 112.6 kilotons of ammonia were emitted, which was 4.6 kilotons less than in 2023. It was also 27 per cent l than in the baseline year (the NEC target is a 13 per cent reduction). The decrease in 2024 was mainly caused by fewer animals being kept on farms and a decrease in the use of urea as N fertiliser.
The emission of PM2.5 (Particulate Matter) fell further to 13.9 kilotons in 2024, which was 51 per cent lower than in the baseline year (the NEC target is a reduction of 37 per cent).
The emission of nitrogen oxides decreased by 4.9 kilotons in 2024 compared to 2023, and was 62 per cent lower than in the baseline year (the NEC target is a 45 percent reduction). The decrease in 2024 was mainly due to the fact that the number of modern cars, with lower emission, increased, and because less electricity was generated using coal.
In 2024, the emission of sulphur oxides was 1.6 kilotons lower than in 2023. This was mainly due to lower emissions by refineries. The emission of sulphur dioxides was 77 per cent lower than in the baseline year (compared to the NEC target of 28 per cent reduction). The emission of volatile organic compounds was 3.1 kilotons lower in 2024 than in 2023. The total emission was 26 per cent lower than in the baseline year (compared to the NEC target of 8 per cent reduction).
The Dutch government uses the analyses to make national policy and to report on emission developments at the international level. RIVM prepares this report for the Ministry of Infrastructure and Water Management each year. By submitting the report, the Netherlands meets the national reporting obligations for 2026 of the Convention on Long-Range Transboundary Air Pollution (CLRTAP) and the National Emission Ceilings Directive (NECD).
