Samenvatting
Verschillende sectoren, zoals de afvalsector, de industrie en de landbouw, stoten overige broeikasgassen uit. Dit zijn methaan (CH4), lachgas (N2O) en de gefluoreerde broeikasgassen (HFK's, (perfluorkoolstoffen) en SF6), ook wel F-gassen genoemd. Het RIVM beschrijft in dit achtergrondrapport de methode die de verwachte uitstoot van de overige broeikasgassen in de toekomst berekent (ramingen). Ook zijn de rekenmethoden voor methaan en lachgas uit de glastuinbouw in dit rapport beschreven. De methoden voor de ramingen voor de overige broeikasgassen bij de landbouw (veeteelt en akkerbouw) en landgebruik staan in twee rapporten van de (Wageningen University &Research) (respectievelijk Cals et al., 2026 en van Baren et al., 2026).
Dit rapport is een geactualiseerde versie van het rapport van Honig uit 2021. Het is een bijlage bij de Klimaat- en Energieverkenning (KEV), die het Planbureau voor de Leefomgeving (PBL) elk jaar uitbrengt. Hierin staan de ramingen van de hoeveelheid uitgestoten broeikasgassen tot 2040. Met de KEV doet het (Planbureau voor de Leefomgeving) verslag van het klimaat- en energiebeleid van de overheid en de effecten daarvan. Bij grote veranderingen in de rekenmethoden maakt het RIVM weer een update van dit rapport.
De overige broeikasgassen worden omgerekend naar zogeheten (carbon dioxide) -equivalenten, zodat ze met CO2 kunnen worden vergeleken, over een periode van 100 jaar. Deze rekeneenheid geeft aan in welke mate broeikasgassen bijdragen aan het broeikasgaseffect. Zo draagt 1 kilogram methaan 28 keer zoveel bij aan het broeikaseffect ten opzichte van CO2. SF6 draagt zelfs 23.500 keer zoveel bij. Het Intergovernmental Panel on Climate Change (IPCC) ontwikkelde dit zogenoemde aardopwarmingsvermogen. De hierboven genoemde waarden zijn vastgesteld in het vijfde Assessment Report (AR5) van het (Intergovernmental Panel on Climate Change).
Abstract
Various sectors, such as the waste sector and the industrial and agricultural sectors, are responsible for the emission of other greenhouse gases. These other greenhouse gases are methane (CH4), nitrous oxide (N2O) and the fluorinated greenhouse gases (HFCs, PFCs and SF6), also referred to as F-gases. In this report, RIVM describes the method used to estimate the future emissions of other greenhouse gases. The methods used to calculate methane and nitrous oxide emissions from the use of gas engine CHPs in greenhouse horticulture are also explained. The methods used for projecting other greenhouse gases from the sectors agriculture (livestock farming and arable farming) and land use are explained in two reports by Wageningen University & Research (WUR) (Cals et al., 2026, and Van Baren et al., 2026, respectively).
This report is an updated version of the 2021 report by Honig. This report is an annex to the Climate and Energy Outlook of the Netherlands, which is published each year by PBL Netherlands Environmental Assessment Agency (PBL). The Climate and Energy Outlook presents the projected greenhouse gas emissions up to 2040. In the Climate and Energy Outlook, PBL reports on the national government's climate and energy policy and its effects. RIVM will update the report to reflect any substantial changes in calculation methods.
The other greenhouse gases are converted into CO2 equivalents, to enable comparison with CO2 over a 100-year time horizon. This reference unit provides an indication of the extent to which greenhouse gases contribute to global warming, expressed as the Global Warming Potential (GWP). For example, the GWP of methane is 28 CO2 equivalents and the GWP of SF6 is 23,500 CO2 equivalents. This means that 1 kilogram of methane contributes 28 times more to global warming compared to 1 kilogram of CO2. SF6 contributes 23,500 times more compared to CO2. The GWP metric was developed by the Intergovernmental Panel on Climate Change (IPCC). The GWP values referred to above can be found in the fifth Assessment Report (AR5) of the IPCC.
