Abstract

1,4-dichlorobenzene is a substance used to kill insects, for example as an ingredient in mothballs. It is also an important ingredient in products such as medicines, polyphenylene sulphide (PPS) resin and paint. In addition, it is used as an air freshener, for example for toilets and waste containers.

The question is whether 1,4-dichlorobenzene poses a hazard to the fertility of humans and the unborn child. The National Institute for Public Health and the Environment (RIVM) has examined the scientific literature to determine what is known about these two potentially harmful properties of the substance. RIVM has summarised the results of studies conducted in laboratory animals and cells.

It was commissioned to do so by the Health Council of the Netherlands (Gezondheidsraad). The Health Council will propose that the substance be assigned to a specific 'hazard class'. To prepare its proposal, the Health Council will use the RIVM's overview to assess whether 1,4-dichlorobenzene is hazardous to fertility and the unborn child. The Minister of Social Affairs and Employment (SZW) requested this advice.
