Samenvatting
Piloten en cabinepersoneel in vliegtuigen kunnen gezondheidsklachten hebben, zoals duizeligheid, misselijkheid, desoriëntatie en trillende ledematen. Ondanks veel onderzoek is de oorzaak van de klachten nog steeds niet duidelijk.
Naar aanleiding van de internationale discussie hierover heeft het ministerie van Infrastructuur en Waterstaat (IenW (Ministerie van Infrastructuur en Waterstaat )) in 2015 de Nationale Adviesgroep Cabinelucht (NAC (N-acetylcysteïne )) opgericht. De adviesgroep adviseert de minister van IenW over dit onderwerp. Ook informeert de NAC alle betrokken partijen over internationale onderzoeken naar de kwaliteit van cabinelucht in vliegtuigen. De NAC rapporteert elk jaar de voortgang en resultaten van bijeenkomsten en onderzoeken.
Zo heeft de NAC in 2024 verder gewerkt aan een adviesnotitie om de aanwezigheid van bepaalde chemische stoffen bij het onderhoud aan vliegtuigen te meten in plaats van te ruiken. In 2025 zal hier verder aan gewerkt worden.
Eerder sprak de NAC al over de chemische stof tributyl fosfaat (TBP (tick-borne diseases)), een bestanddeel van hydraulische olie. Wanneer een vliegtuig aan de gate staat of aan het taxiën is, kan TBP via de buitenlucht in de cabine van het vliegtuig komen. De NAC heeft in mei 2024 aan IenW een voorstel voor een meetplan van TBP in cabinelucht voorgelegd. Er wordt nog gekeken naar subsidiemogelijkheden voor dit onderzoek.
Verder onderzoekt de NAC de mogelijkheden om een medisch protocol op te zetten voor vliegend personeel dat klachten blijft houden. Hier wordt in 2025 verder aan gewerkt. Ook wordt uitgezocht of er andere mogelijkheden zijn die piloten en cabinepersoneel met langdurige gezondheidsklachten kunnen helpen.
In de NAC zitten vertegenwoordigers van werkgevers: KLM (Koninklijke Luchtvaart Maatschappij) en Corendon, van werknemers: VNV, NVLT, VNC en FNV (Dutch Organisation of Trade Unions) Cabine en onderzoeksinstituten: RIVM (Rijksinstituut voor Volksgezondheid en Milieu), NLR (Nationaal Lucht- en Ruimtevaartlaboratorium) (Nederlands Lucht- en Ruimtevaartcentrum) en TNO (Nederlandse Organisatie voor Toegepast Natuurwetenschappelijk Onderzoek). Vertegenwoordigers vanuit de ministeries van IenW en Sociale Zaken en Werkgelegenheid (SZW (Sociale zaken en werkgelegenheid)) zijn waarnemend lid. Het RIVM voert sinds 2020 het secretariaat.
Abstract
Pilots and personnel on airplanes may have health complaints such as dizziness, nausea, disorientation and limb tremors. The cause of the complaints is still not clear.
In response to international discussions on cabin air quality, the Ministry of Transport, Public Works and Water Management (I&W) established the National Advisory Group (NAC) in 2015. The advisory group advises the Minister of I&W on the subject. The NAC also informs stakeholders on the progress of international research projects on cabin air quality in airplanes. The NAC reports on the progress and results of meetings and investigations every year.
In 2024, the NAC continued work on an advisory note recommending the detection of certain chemicals during aircraft maintenance with measurements rather than by smell. It will continue this work in 2025.
Previously, the NAC discussed the chemical tributyl phosphate (TBP), which can be found in hydraulic fluid. When an aircraft is waiting at the gate or taxiing down the runway, TBP may enter the aircraft cabin through the outside air. In May 2024, the NAC submitted a proposal to the Ministry of I&W for a plan to measure TBP in cabin air. Funding options for this research are still being investigated.
Furthermore, the NAC is investigating the possibility to introduce a medical protocol for flying staff with continuous health symptoms. This will be continued in 2025. It is also looking into other ways to help pilots and cabin crew with long-term health problems.
The NAC includes representatives of the employers KLM and Corendon, employee representatives from the trade unions VNV, NVLT, VNC and FNV Cabine and representatives of the research institutes RIVM (Dutch National Institute for Public Health and the Environment), the National Aerospace Laboratory (NLR) and the Netherlands Organisation for Applied Scientific Research (TNO). Representatives of the Ministries of I&W and of Social Affairs and Employment (SZW) serve as observer members. RIVM has been in charge of the secretariat since 2020.
