2025 reference framework for the distribution and availability of ambulance care
Samenvatting
Het RIVM berekent elk jaar hoeveel ambulances er het volgende jaar nodig zijn. In 2026 zijn dat er op werkdagen overdag 700. Op zaterdagen en zondagen zijn overdag respectievelijk 548 en 520 ambulances nodig.
In 2026 zijn meer ambulances nodig dan het RIVM in het vorige onderzoek in 2023 berekende. Dit komt vooral doordat het aantal ambulanceritten stijgt. Een andere reden is dat in 2025 een aantal punten in de rekenmethode is veranderd om de berekeningen beter te laten aansluiten bij de werkelijkheid.
Het RIVM berekent de aantallen ambulances in Nederland met het 'referentiekader spreiding en beschikbaarheid ambulancezorg'. In de berekeningen is een aantal uitgangspunten voor de Nederlandse ambulancezorg verwerkt, zoals de tijd waarbinnen een ambulance na een melding op de plek van een incident moet zijn (15 minuten).
Een belangrijke verandering in het referentiekader is dat de berekeningen nu uitgaan van een voorspelling van het aantal ritten in 2026. Het RIVM analyseerde hiervoor de gegevens van de afgelopen vijf jaar (2019 tot en met 2024). Tot 2025 werden de aantallen berekend met alleen de gegevens van het jaar ervoor. Door op een langere periode terug te kijken, ontstaat een reëler beeld van de vraag naar ambulances door de jaren heen. Jaren met pieken of dalen hebben daar dan minder invloed op.
Het RIVM heeft het benodigde aantal ambulances berekend in opdracht van het ministerie van VWS (Ministerie van Volksgezondheid, Welzijn en Sport).
Abstract
Every year, RIVM calculates how many ambulances will be needed in the following year. In 2026, some 700 ambulances will be needed in the daytime on working days, with 548 and 520 ambulances needed in the daytime on Saturdays and Sundays, respectively.
More ambulances will be needed in 2026 than RIVM originally calculated in 2023. This is mainly due to an increase in the number of ambulance call-outs, but another reason for this is that a number of changes were made to the calculation method in 2025 in order to bring the calculations more into line with reality.
RIVM calculates the number of ambulances in the Netherlands using the 'reference framework for the distribution and availability of ambulance care'. The calculations are based on a number of key principles for Dutch ambulance care, such as the maximum amount of time that is allowed to pass between the reporting of an incident and the moment the ambulance reaches the scene (15 minutes).
An important change to the reference framework is that the calculations are now based on the estimated number of call-outs in 2026. To arrive at this number, RIVM analysed the relevant data from the past five years (2019-2024). Before 2025, the number was calculated using only the data from the year before. Using data from a longer period yields a more realistic impression of the demand for ambulances over the years, with less skewing of the data by peaks and troughs.
RIVM calculated the required number of ambulances on behalf of the Ministry of Health, Welfare and Sport.
