Safeti-NL version 9.2 - new version of modelling software for environmental safety
Samenvatting
Het gebruik, de productie, de opslag en het transport van gevaarlijke stoffen kan risico's hebben voor de omgeving. Bijvoorbeeld als er door een incident een gifwolk vrijkomt of brand ontstaat. Daarom wordt berekend tot welke afstand deze activiteiten bij een incident voor dodelijke slachtoffers kunnen zorgen. In delen van dit gebied zal de kans op een incident en het effect daarvan (het risico) te groot zijn. In deze delen mogen geen nieuwe scholen, woningen of ziekenhuizen worden gebouwd.
Voor bedrijven en transportleidingen met gevaarlijke stoffen worden de risico's berekend met een softwarepakket: Safeti-NL. De uitkomsten van Safeti-NL worden gebruikt voor de vergunningverlening en ruimtelijke ordening. Het RIVM heeft een nieuwe versie uitgebracht, die sinds januari 2025 in gebruik is. Het RIVM beheert Safeti-NL en heeft de verschillen tussen de vorige en de nieuwe versie beschreven. De uitkomsten verschillen heel weinig. \
De nieuwe versie is makkelijker in het gebruik en kan de risico's sneller berekenen. Nieuwe technische functies maken het mogelijk om gegevens over buisleidingen met aardgas automatisch in te voeren. De software is daarmee een voorbereiding voor wet- en regelgeving die voor juli 2026 is gepland. Safeti-NL wordt dan het programma om risico's van buisleidingen met aardgas te berekenen.
Abstract
The use, production, storage and transport of hazardous substances can pose risks for the environment, for example if a toxic cloud is released or a fire erupts following an incident. For this reason, software is used to model the area in which an incident involving hazardous substances can result in fatalities. In some parts of this area, the chance of an incident and its effects (i.e. the risk) is too great for the construction of new schools, homes or hospitals.
The risks for businesses and transport pipelines using hazardous substances are modelled using the software package Safeti-NL. The outcomes of Safeti-NL modelling are used for licensing and spatial planning. The National Institute for Public Health and the Environment (RIVM) has released a new version, which has been in use since January 2025. As the administrator of Safeti-NL, RIVM has created an overview of the differences between the previous and the current version. In terms of outcomes, the differences are minimal.
The new version is more user-friendly and capable of faster risk modelling. New technical features make it possible to feed data on natural gas pipelines into the model automatically. This is to prepare the software for the entry into force of new legislation and regulations, which is currently foreseen for July 2026. As from that moment, SafetiNL will be used to model the risks associated with natural gas pipelines.
