Abstract
Microplastics are tiny plastic particles. They are found in the soil, surface water and in the air. Particle sizes range from 1 to 5,000 micrometres. Microplastics can be harmful due to either the impact of the plastic particles themselves or chemical additives that leach out of the particles. A key question is the level at which microplastics become harmful to plants, animals and other organisms. In 2025, RIVM concluded that a Wageningen University-developed method is suitable for assessing these particles' harmful impact and that the results can be used to inform policy.
RIVM has now used this method to investigate whether particles have harmful effects on plants and animals in Dutch surface water, with the aim being to inform policymakers about these effects. While the method appears to be suitable in practice, RIVM is currently unable to demonstrate the harmful effects of microplastics. This is mainly due to limited data availability regarding the situation in the Netherlands. The quality of the available data is also not good enough.
As sampling and analysis are labour-intensive processes and measurements are only taken at a small number of locations in the Netherlands, there is still a great deal of uncertainty about the levels of microplastics in water. It is also difficult to compare the data, partly due to the current lack of standard measurement protocols. The smallest particles are particularly difficult to measure (smaller than 20 micrometres).
Such data are also important in determining what is known as the risk threshold. This threshold indicates the level at which the impact of microplastics becomes harmful. The most recent risk threshold used in scientific literature was determined using data that do not meet all quality requirements. This risk threshold shows that there are more microplastics in surface water than is desirable at certain locations and at certain times.
RIVM recommends establishing a risk threshold based on new data that do meet all quality requirements, as this will enable a more reliable assessment of the harmful impact. For insight in microplastics levels more and better data are required, also on the different microplastic particle sizes.
