Samenvatting
In dit project hebben het RIVM en het NIPV geïnventariseerd of (en zo ja, hoe) centrale getroffenenregistratie bij rampen en crisis van toegevoegde waarde kan zijn op de CAS- en BES-eilanden. Deze verkenning is een aanvulling op de verkenning in Europees Nederland. Op dit moment is registratie versnipperd, waardoor niet alle getroffenen passende nazorg ontvangen. Uit de verkenning blijkt dat de eilanden de meerwaarde van centrale registratie zien, maar er voorkeur aan geven om eerst de implementatie van SIS (slachtofferinformatiesysteem) af te maken. Ook blijken de wensen per eiland, de lokale context en de privacywetgeving verschillend per eiland. Daarmee is te verwachten dat een applicatie voor Europees Nederland niet direct toepasbaar is op de CAS- en BES-eilanden. Ook is het de vraag of de wensen van de verschillende eilanden te verenigen zijn in één systeem. In een eventuele vervolgopdracht zal dit verder verkend moeten worden.
Abstract
In this project, RIVM and NIPV explored whether (and how) centralized registration of affected people during disasters and crises could add value for the CAS- and BES-islands. This exploration project complements earlier assessment in the European Netherlands. Currently, registration is fragmented, resulting in the fact that not all affected individuals receive appropriate aftercare. The exploration study shows that the islands recognize the benefits of central registration but prefer to first complete implementation of SIS (Victim Information System). Wishes, local context, and privacy legislation differ per island, making it unlikely that an application designed for the European Netherlands can be directly used in the CAS- and BES-islands. It is also unclear whether the needs of all islands can be met with one system. Further investigation will be needed in a possible follow-up project.
