Sinds 2021 zijn er zogenaamde nicotinezakjes in Nederland in de handel. Nicotinezakjes zijn kleine zakjes waarin een poeder met nicotine zit. Er zit geen tabak in. Gebruikers stoppen een nicotinezakje onder de bovenlip. Ze krijgen nicotine binnen via het slijmvlies en speeksel. Nicotinezakjes zijn nog niet gereguleerd onder de Tabaks- en rookwarenwet en vallen onder de Warenwet. In 2021 is door het RIVM een risicobeoordeling gedaan voor nicotine (RIVM, 2021).
