Abstract

The Ministry of Infrastructure and Water Management (I&W) wants to know how residents throughout the Netherlands perceive their home environment. This is investigated each year in the Study of Perception of the Home Environment (OBW). Residents are asked about annoyance and sleep disturbance as a result of noise, vibrations, odour and light, as well as about their concerns regarding safety and health, their home satisfaction and expectations about their home environment.

In 2025, overall noise annoyance in and around the home fell slightly compared with 2024. Noise from neighbours (and their activities) was the most important source of high noise annoyance and high sleep disturbance. Odour annoyance caused by neighbours, for example from fireplaces, fire pits and barbecues, and vibrations caused by neighbours' activities all contributed to annoyance and sleep disturbance in the home environment.

Another important source of annoyance and sleep disturbance is road traffic noise. Mopeds, scooters and motorcycles - including motocross bikes -are among the main sources of high noise annoyance and high sleep disturbance. In 2025, for most noise sources the scores for high annoyance and high sleep disruption remained unchanged or were lower than in previous years.

High annoyance and high sleep disturbance due to light sources are mostly caused by light emanating from road traffic, street lighting and neighbours' lighting. In recent years, the OBW has also been investigating relatively new or specific sources of annoyance or sleep disturbance, such as low-frequency noise (humming sounds), drones, heat pumps and wind turbines. On a national scale, these are not major sources of high annoyance or sleep disturbance, but locally and regionally they can cause considerable social unrest.

On the whole, a relatively large group (around two thirds) of people are satisfied with their home environment. Nevertheless, some people are concerned about their safety and health, especially those living near high-risk activities, particularly heavy industry, or on contaminated land.

RIVM has been studying people's perceptions of their living environment since 2003 and has been conducting the study in collaboration with Statistics Netherlands (CBS) since 2016. The study has been conducted annually since 2019. In 2025, 2,541 Dutch residents aged 16 years and above participated in the study. They completed the questionnaire online.
