Workers in vulnerable situations and the future: highlighting platform work
Samenvatting
Het RIVM en TNO hebben de risico's en kansen van vijf maatschappelijke ontwikkelingen uitgewerkt voor platformwerkers. Deze werkenden bieden via digitale platforms hun diensten tegen betaling aan. Denk aan maaltijden bezorgen, taxiritten en klussen in huis. De maatschappelijke ontwikkelingen zijn AI, nieuwe wet- en regelgeving, migratie, arbeidsmarktkrapte en globalisering. Deze ontwikkelingen kunnen zorgen voor ongezonde en onveilige arbeidsomstandigheden en komen vaak samen bij werkenden in een kwetsbare situatie, zoals platformwerkers.
Een deel van de platformwerkers redt zich. Een ander deel is erg afhankelijk van het werk dat via het platform wordt aangeboden. Vaak zijn geen speciale kennis of vaardigheden nodig voor het werk, waardoor mensen makkelijk zijn te vervangen. Daarbij werken platformwerkers regelmatig voor een laag tarief. Ook de arbeidsomstandigheden zijn vaak ongunstig voor deze platformwerkers. Ze maken lange werkdagen en werken onder hoge tijdsdruk. Juist voor deze groep is het belangrijk de risico's van platformwerk te verkleinen en kansen te vergroten.
Platformwerkers worden via algoritmen aan een klus gekoppeld en soms (ook) door AI aangestuurd. Hierdoor hebben ze zelf minder invloed op wanneer en hoe zij het werk uitvoeren. Verder kunnen (onbedoelde) aannames en vooroordelen in de algoritmes de kans vergroten dat iemand door discriminatie geen werk krijgt. Daar komt bij dat platformwerkers minder contact met collega's hebben en niet zijn vertegenwoordigd bij bonden of een ondernemingsraad van een organisatie.
Voordelen van werken via een platform zijn bijvoorbeeld dat mensen vrij makkelijk, zonder ervaring of specifieke opleiding, aan werk kunnen komen. Ook levert het platform een groot netwerk aan opdrachtgevers op.
Om platformwerkers te beschermen is het belangrijk hen beter te bereiken voor onderzoek en preventie. Ook is het belangrijk de effecten van nieuwe wet- en regelgeving op de kwaliteit van werk van platformwerkers te onderzoeken. Denk aan de Europese richtlijn platformwerk en de wet om AI verantwoord te gebruiken.
Abstract
The National Institute for Public Health and the Environment (RIVM) and the Netherlands Organisation for Applied Scientific Research (TNO) have elaborated the risks and opportunities of five societal developments for platform workers in the future. Platform workers offer their services on digital platforms for payment. Examples of services offered include meal delivery, taxi rides and taking care of household chores. The five societal developments are AI, new laws and regulations, migration, labour market shortages, and globalisation. These developments may contribute to unhealthy and unsafe working conditions. Clustering of these developments often occurs for workers in a vulnerable situation, such as platform workers.
Nowadays, some platform workers manage well, while others are highly dependent on the work offered on the platform. Since this work often does not require special knowledge or skills, the workers are easy to replace. Platform workers also generally work for low pay, and the working conditions are often unfavourable. They work long hours and under high time pressure. Reducing the risks and enhancing the opportunities of platform work is particularly important for this group.
Platform workers are often matched to tasks through algorithms and sometimes also directed by AI. As a result, they have less influence on when and how they perform the work. Furthermore, (unintended) assumptions and judgments in algorithms can increase the risk that workers are not offered jobs due to discrimination. This is in addition to the fact that platform workers have less contact with colleagues and are not represented by unions or a works council.
Advantages of platform work include being able to get work fairly easily, without experience or specific training. Moreover, the platform offers access to a large network of customers.
To protect platform workers, it is important to better reach them for research and prevention. It is also important to investigate the effects of new laws and regulations on the quality of the work of platform workers. Examples include the European platform work directive and the law on responsible AI use.
